【摘要】 党的十九届五中全会上提出要“实施积极应对人口老龄化国家战略”,是以习近平同志为核心的党中央总揽全局、审时度势作出的重大战略部署。2021年5月第七次全国人口普查数据发布,60岁及以上老龄人口占总人口的18.7%,这意味着我国已经非常接近中度老龄化社会,意味着我国当下与未来都要持续面对养老问题危机,同时也意味着社会所需要的养老服务需求将从现在开始急剧增长,加快优化社会化养老服务模式刻不容缓。江苏省盐城市大丰区的老龄化程度远高于全国、全省的平均水平,已进入重度老龄化社会。虽然大丰区正在提前谋划,将居家养老和社区养老服务作为养老服务体系建设的重点,高度重视机构养老建设,走在全市前列,但在居家、社区、机构养老的政策制定、运营管理等方面存在一些问题。本文按照“分析现状—剖析问题—提出建议”的原则进行审视和分析。从机制、服务项目、人员配置、社会资本参与等方面提出3项6个突出问题。同时分别从财力、制度监管、体系标准、人才培养等角度分析存在问题的原因。针对发现的问题,分别从规划建设、提升质量、补齐短板、加大保障等四个方面提出建议对策,以期优化社会化养老服务体系,提高老年人晚年的生活质量。本文首先在绪论中介绍选题背景和意义,阐述国内外关于社会化养老研究成果,借助所学理论基础,概述大丰区社会化养老的现状,查找养老模式存在的问题并分析原因,通过借鉴北京、上海、英国、日本等发达地区成熟经验,从制度、规划、管理等视角提出优化对策和建议。更多还原

【Abstract】 The 15th Plenary Session of the 19th Central Committee of the Communist Party of China projected the “Implementation of a national strategy for actively responding to the aging of the population”.According to the record released by the seventh national census in May 2021,the elderly aged 60 and over account for 18.7% of the total population.Which means that China is very close to a moderately aging society,and China will proceed to face the crisis of pension problems at present and in the future,that the demand for pension services required by the society will increase sharply from now on.It is urgent to speed up the construction of a socialized elderly care service system.The degree of aging in Dafeng District,Yancheng City,Jiangsu Province is much higher than the national and provincial average level,and has entered a severe aging society.Although Dafeng district is planning ahead to take home-based elderly care and community elderly care services as the focus of the elderly care service system construction,attaches great importance to the construction of institutional elderly care,and takes the lead in the city,there are some problems in the policy formulation,operation and management of home-based,community and institutional elderly care.This article carries on the examination and analysis according to the principle of "analyzing the current situation-analyzing the problems-putting forward suggestions".Put forward three and six outstanding issues from the aspects of mechanism,service items,personnel allocation and social capital participation.At the same time,the reasons for the problems are analyzed from the perspectives of financial resources,system supervision,system standards and personnel training.In view of the problems found,this paper puts forward suggestions and countermeasures from four aspects: planning and construction,improving quality,supplementing weaknesses and increasing security,in order to optimize the socialized elderly care service system and improve the quality of life of the elderly in their later years.Firstly,in the introduction,this paper introduces the background and significance of the topic,expounds the domestic and foreign research results on the socialized elderly care,summarizes the current situation of the socialized elderly care in Dafeng district with the help of the theoretical basis,finds out the problems existing in the elderly care model and analyzes the reasons,and puts forward optimization countermeasures and suggestions from the perspective of system,planning and management by learning from the mature experience of developed regions such as Beijing,Shanghai,Britain and Japan.更多还原
