【摘要】 随着国家对行政环境改革的不断推进和深入,营商环境越发受到关注,作为发展的体制性、制度性指标,营商环境优劣直接影响市场主体的兴衰、生产要素的聚散、发展动力的强弱。县域政府也正在持续加大优化营商环境的政策力度,以期提供面向公众及企业的无缝隙服务,因为只有在市场、政务、人才、法治、开放等方面寻求突破,全面优化营商环境,才能更好地吸引企业投资、支撑项目建设、维持地方经济发展。电力营商环境即“获得电力”服务,是指企业在开办、运营到终止的整个周期中,在接电手续、时间、成本、电价透明度和供电可靠性等方面服务举措的总和,是衡量地方营商环境水平的重要标尺。优化电力营商环境,进一步压减办电时间、简化办电流程、降低办电成本、提升供电可靠性,是全面提升“获得电力”服务水平、持续改善营商环境的关键。面对改革浪潮,宁阳县政府不断推进县域内的电力营商环境向好发展。本文主要运用新公共管理理论和政府职能理论,采用文献分析法、个案分析法和问卷调查法对宁阳县优化电力营商环境进行分析。本文以宁阳县电力营商环境建设为切入点,分析了宁阳县电力营商环境建设的重要性和必要性,并对宁阳县优化电力营商环境的主要措施和取得的成效进行了详细梳理。通过分析发现宁阳县电力营商环境建设中仍存在多方面的问题,外部监督机制不健全、人员服务意识和服务能力有待提升、协调机构权威性不足、行政效能评价机制不完善等是其主要原因。最后,针对这些问题和问题产生的原因,结合国内优化营商环境较为成功地区的经验启示,提出了提升电力审批标准化信息化水平、构建一体化领导体制、提升工作人员的服务意识和服务能力、优化电力营商环境的评价监督机制等对策,以期提升宁阳县电力营商环境水平,助力地方经济社会发展。更多还原

【Abstract】 With the continuous promotion and deepening of the country’s administrative environment reform,the business environment has attracted more and more attention.As an institutional and institutional indicator of development,the quality of the business environment directly affects the rise and fall of market subjects,the concentration and dispersion of production factors,and the strength and weakness of the development momentum.The county government is also continuing to increase its policy efforts to optimize the business environment,with a view to providing seamless services to the public and enterprises,because only by seeking breakthroughs in the market,government affairs,talent,rule of law,openness and other aspects,and comprehensively optimizing the business environment,can we better attract enterprise investment,support project construction,and maintain local economic development.Power business environment,namely "Getting electricity" service,refers to the sum of service measures taken by enterprises in terms of power connection procedures,time,cost,electricity price transparency and power supply reliability during the whole cycle from start-up,operation to termination.It is an important yardstick to measure the level of local business environment.Optimizing the power business environment,further reducing the time for power operation,simplifying the power operation process,reducing the power operation cost,and improving the power supply reliability are the keys to comprehensively improve the "Getting electricity" service level and continuously improve the business environment.In the face of the wave of reform,Ningyang County Government has continuously promoted the development of the electricity business environment in the county.This article mainly uses the new public management theory and the government function theory,uses the literature analysis method,the case analysis method and the questionnaire survey method to analyze the Ningyang County optimization electricity business environment.Taking the construction of power business environment in Ningyang County as the starting point,this paper analyzes the importance and necessity of the construction of power business environment in Ningyang County,and combs in detail the main measures and achievements of optimizing the power business environment in Ningyang County.Through analysis,it is found that there are still many problems in the construction of power business environment in Ningyang County.The main reasons are that the external supervision mechanism is not perfect,the service awareness and service ability of personnel need to be improved,the authority of coordination agencies is insufficient,and the administrative efficiency evaluation mechanism is not perfect.Finally,in view of these problems and the causes of these problems,combined with the experience and enlightenment of regions that have been more successful in optimizing the business environment in China,the paper puts forward some countermeasures,such as improving the standardized informatization level of power approval,building an integrated leadership system,improving the service awareness and service ability of staff,and optimizing the evaluation and supervision mechanism of power business environment,in order to improve the power business environment level of Ningyang County and help the local economic and social development.更多还原
