【摘要】 基层治理是新时代国家治理的重要课题,近年来随着经济的快速发展和居民生活理念方式的更新,社区治理的理念、载体和方式也在不断地创新和发展。特别是2020年、2021年,四川省相继完成了乡镇(街道)行政区划和村级建制调整改革及村(社区)换届工作,“改革红利”释放的同时,也暴露出一些问题短板,在续写改革“后半篇文章”过程中,社区治理转型升级显得尤为重要,其能力水平提升也面临着更大挑战和更高要求,如何进一步推进社区治理转型、推动治理能级提升,已成为当前亟需解决的问题。都江堰市作为一座以旅游为主导产业的城市,近年来在城乡社区治理方面进行了诸多探索,过程中也形成了一些创新措施。但是“两项改革”后,全市镇(街道)、社区建制“双双减少”,与之对应的管辖面积、管理人口“双双增加”,面对日益增长的群众需求和治理要求,社区治理方式的“转”和“改”、治理能力的“提”和“升”迫在眉睫。本文以都江堰市社区治理转型升级为研究对象,立足于都江堰市近年来特别是“两项改革”和社区换届选举后社区治理的具体实践和总体发展情况,在技术治理理论、整体性治理理论等专业理论的运用与支撑下,综合运用文献研究法、问卷调查法、访谈法、比较研究法等研究方法,收集研究的基础内容和主要数据,通过分析找到都江堰市社区治理转型升级存在的具体问题,并挖掘问题产生的根源,梳理借鉴国内先进地区的探索实践经验,进而提出推动都江堰市社区治理转型升级、能力提升的对策和建议。通过分析研究得出,都江堰市社区治理转型升级仍然存在治理体系“偏行政化”、人才队伍支撑不足、多元治理质效不高、智慧治理发展滞后四个方面的问题,深入地看主要有政府引导转型升级不够、社区治理专业化水平不高、多元共治意识薄弱、社区治理内生动力不足四个方面的具体原因。本研究最后针对以上具体情况提出了“理顺治理机制增强社区服务功能、建设多元化复合型社区服务人才队伍、创新治理技术提高多元主体共治共享水平、运用技术治理思维推进社区智慧化建设”等建议意见。研究成果对新形势下推动社区治理转型升级具有一定的借鉴意义。更多还原

【Abstract】 Primary-level governance remains high on the government agenda in the new era.In recent years,the rapid economic growth and the renewal of residents’ concepts of life have facilitated the innovation and development of the concepts,carriers and methods of community governance.In particular,in 2020 and 2021,local governments in Sichuan Province have successively completed the administrative division of townships(sub-districts),the adjustment and reform of village-level organizational systems,and the re-election of the village(community)committees.However,as the “reform benefits” unleashed,several problems and weak links have been revealed.In the process of writing the second half of the “reform article”,the transformation and upgrading of community governance is particularly important,and the ability enhancement also faces greater challenges and higher requirements.It is of great urgency to further promote the transformation of community governance as well as the improvement of governance capacity.Over the past years,as a city with tourism as the leading industry,Dujiangyan city has carried out explorations in community governance in urban and rural areas,and has adopted several innovative measures in the process.However,after the “two reforms”,there has been a decrease in the number of both the towns(streets)and community establishments in the whole city,and meanwhile an increase in the corresponding jurisdictional area as well as population under management.Faced with the ever-increasing public demands and governance requirements,the transformation and reform of the way of community governance and the enhancement and upgrading of governance capacity have become the immediate tasks.This thesis takes the transformation and upgrading of community governance in Dujiangyan city as the research object,and is based on the concrete practice and overall development of community governance in Dujiangyan city in recent years,especially after the “two reforms” and re-election of community.Supported by technical governance theory,holistic governance theory,and other theories,this thesis collects the main data through literature research,questionnaire survey,interviews,and comparative research,and analyzes the specific problems in the transformation and upgrading of community governance in Dujiangyan city.By identifying the root cause of existing problems and drawing lessons from advanced areas at home,this thesis aims to put forward countermeasures and suggestions to promote the transformation and upgrading of community governance and the improvement of governance capacity in Dujiangyan city.It can be concluded that there are still four problems in the transformation and upgrading of community governance in Dujiangyan city: tendency of administration in governance system,insufficient talent support,poor quality and inefficiency of multi-subject governance,and sluggish smart governance development.Given that,there are four specific reasons: the lack of guidance for transformation and upgrading,unprofessional community governance,weak awareness of multi-subject co-governance,and the lack of internal driving force for community governance.In light of the above actual situations,this study puts forward such suggestions as straightening out the governance mechanism to enhance community services,building a diversified and compound community service talent team,adopting new ways of conducting governance to improve multi-subject co-governance and sharing,and using technical governance thinking to build a smart community.The research results have certain significance of reference for advancing the transformation and upgrading of community governance in the new era.更多还原
