【摘要】 党的十九届五中全会再次提出加快转变政府职能,推动要素市场和服务政府更好结合。国务院多次召开电视电话会议要求深入推进“放管服”改革,创新行政审批方式,进一步优化营商环境,建设群众满意的服务型政府。上海市政府也积极将互联网技术与政务服务相结合,通过“一网通办”作为转变政府职能的有效手段,是一场刀刃向内的自我革新。本文基于无缝隙政府理论、新公共服务理论、整体性治理理论,采用问卷调查、案例分析等方法研究“放管服”改革背景下上海市“一网通办”存在的问题。论文先介绍了研究背景、研究意义、国内外相关的研究及主要的研究方法,其次对“放管服”改革、“一网通办”、“互联网+政务服务”进行概念界定,并分析了“放管服”改革与“一网通办”的关系,进一步阐述了支撑本文的三大理论与研究主体的相关性。在此基础上,梳理了上海市“一网通办”现状与成效。本文通过在行政服务中心对具体办事人员及工作人员发放问卷方式调查上海市“一网通办”运行中遇到的困境,发放问卷180份,实际回收有效问卷178份,有效率98.89%。在对问卷进行整理分析后发现,上海市“一网通办”还存在如下问题:政务服务体系不完善标准化建设待加强、数据信息整合滞后、法律法规建设滞后束缚行政改革效能、信息系统安全体系建设待完善、专业信息化人才紧缺。同时,本文选取上海市有代表性的“随申码”系统、X、P区“一网通办”、上海市公安系统“一网通办”四个典型案例。通过深入分析案例发现存在如下问题:个人信息保护不完善、数据壁垒难跨越、在政务服务体系建设中未充分考虑不同群体的特点。通过将案例分析与问卷调查相结合,最后提出加强“一网通办”标准化建设、加强部门协调、加强部门数据的整合度和办事流程的协同度、完善相关的法律制度、加强网络安全监管、加快复合型信息化人才队伍建设等针对性的建议。更多还原

【Abstract】 The Fifth Plenary Session of the 19 th CPC Central Committee once again proposed to accelerate the transformation of government functions and promote the better combination of effective market and promising government.The State Council has held many teleconferences,calling for further promoting the reform of "decentralization,management and service",innovating the way of administrative examination and approval,further optimizing the business environment and building a service-oriented government satisfactory to the masses.The Shanghai municipal government has also actively combined Internet technology with government services.Through "one network" as an effective means to change government functions,it is a self-innovation with a blade inward.Based on the seamless government theory,new public service theory and holistic governance theory,this paper uses the methods of questionnaire survey and case analysis to study the problems existing in the "all in one network" in Shanghai under the background of the "decentralization,management and service" reform.The paper first introduces the research background,research significance,relevant research and main research methods at home and abroad,and then defines the concept of "letting off service" reform,"one network through Internet" and "Internet plus government service",and analyzes the relationship between the reform of the "discharge service" and the "one line through the office",and further expounds the relevance between the three theories and the research subjects.On this basis,this paper combs the current situation and effectiveness of "one network office" in Shanghai.This paper investigates the difficulties encountered in the operation of "one network office" in Shanghai by issuing questionnaires to specific clerks and staff in the administrative service center.180 questionnaires were issued,and 178 effective questionnaires were actually recovered,with an effective rate of 98.89%.After sorting and analyzing the questionnaire,it is found that there are still the following problems in the "one network office" in Shanghai: the government service system is imperfect,the standardization construction needs to be strengthened,the data information integration lags behind,the construction of laws and regulations lags behind,which restricts the efficiency of administrative reform,there are risks in the security of information system,the construction of security system needs to be improved,and there is a shortage of professional information talents.At the same time,this paper selects four typical cases of Shanghai’s representative "random application code" system,X and P district "one network office" and Shanghai public security system "one network office".Through in-depth analysis of cases,it is found that there are the following problems: imperfect personal information protection,difficult to cross data barriers,and insufficient consideration of the characteristics of different groups in the construction of government service system.Through the combination of case analysis and questionnaire survey,Finally,it puts forward some targeted suggestions,such as strengthening the standardization construction of "one network office",strengthening departmental coordination,strengthening the integration of departmental data and the coordination of work processes,improving relevant legal systems,strengthening network security supervision,and accelerating the construction of compound informatization talent team.更多还原
