【摘要】 监狱是惩罚罪犯、改造罪犯的主战场,它以把罪犯改造成合法公民为主要职能。监狱的安全与稳定对于促进国家安全稳定、社会和谐稳定以及增进人民福祉至关重要。监狱危机管理能力的优劣逐渐成为我国监狱管理能力的重要衡量标准,深入开展监狱危机管理机制的探索,对促进我国监狱系统持续安全稳定、提升我国监狱系统自主防范能力具有十分重要的战略意义和理论价值。研究分析新疆监狱危机管理中存在的问题,并给出对策和建议,有助于推进监狱监管安全工作平稳推进,确保社会持续稳定。论文结合实际,对监狱信息化建设及监狱危机管理等核心问题进行全面研究,找出存在的弊端及诱因,通过调查问卷法等方法开展研究,其中调查问卷及访谈记录于2022年3月开始发放,并于同年6月开始回收及统计;最终发放350份调查问卷,最终收回问卷350份,收回率为100%,问卷有效率100%,并对W监狱30名民警进行了深入访谈。了解到新疆W监狱警察危机防范意识淡薄、监狱信息化水平不高、危机管理法律建设和机制不健全、应急预案编制不科学、实用性不强以及预案缺乏实践性、操作性等方面存在的问题。分析出新疆W监狱危机管理问题成因:一是监狱是相对封闭的场所,工作内容高度重复,产生麻痹思想;二是在新形势下没有相应法律规范的保障和支撑;三是狱内应急预案编写走形式,不结合实际;四是监狱信息化发展没有统一的部署标准及实施规范。最后,结合危机管理理论以及监狱实际,同时梳理了国内外先进国家危机管理的先进经验,提出一些加强W监狱危机管理的方法和建议。第一,加强民警的价值观引导,增强危机防范意识;第二,加强监狱危机管理体制机制建设,进一步提高监狱应对突发事件的本领和水准;第三,推行监狱应急预案设置科学化、实战化;第四,进一步完善监狱信息化建设,根据国家统一部署,完善监狱指挥中心指挥体系,建立系统完备的危机管理体系,为实现社会稳定、长治久安做出积极有效的贡献。更多还原

【Abstract】 Prison is the main battlefield for punishing criminals and reforming criminals.The main function is to transform criminals into legal citizens.The security and stability of prisons are crucial to promoting national security and stability,social harmony and stability,and improving people’s well-being.The quality of the prison crisis management has gradually become an important measure of the prison management in China.The in-depth exploration of the prison crisis management mechanism has very important strategic significance and theoretical value for promoting the sustainable security and stability of our prison system and improving our prison system’s independent prevention ability.Studying and analyzing the problems in prison crisis management in Xinjiang,and proposing countermeasures and suggestions will help to promote the smooth progress of prison supervision and security work and ensure social stability.Based on the actual situation,the paper conducted a comprehensive study on the core issues such as prison informatization construction and prison crisis management,and found out the existing drawbacks and incentives,The study was conducted through questionnaire method and interview.The questionnaire and interview investigation were conducted in March 2022,and collected and counted in June of the same year.Finally,350 questionnaires were distributed and350 questionnaires were finally returned,with a recovery rate of 100% and an effective rate of100%.In addition,30 policemen from W Prison were interviewed.It was found that the Xinjiang W prison police had weak awareness of crisis prevention,low level of prison informatization,imperfect legal construction and mechanism of crisis management,unscientific preparation of emergency plans,weak practicability,and lack of practicality and operability of the plans.The causes of crisis management problems of W prison in Xinjiang were analyzed.First,the prison was a relatively closed place,with highly repetitive work,resulting in paralysis.Second,there was no guarantee and support of corresponding legal norms under the new situation.Third,the preparation of the emergency plan in prison was formal and not practical.Fourth,there was no unified deployment standard and implementation specification for the development of prison informatization.Finally,based on crisis management theory and prison practice,the study referred to advanced experience of crisis management in advanced countries at home and abroad,and put forward some methods and suggestions to strengthen crisis management in W prison.First,strengthen the value guidance of the police and enhance the awareness of crisis prevention;Second,strengthen the construction of prison crisis management system and mechanism,and further improve the ability and level of prisons to deal with emergencies;Third,implement the scientific and practical setting of prison emergency plans;Fourth,further improve the prison information construction,improve the command system of the prison command center according to the national unified deployment,establish a systematic and complete crisis management system,and make positive and effective contributions to achieving social stability and long-term stability.更多还原
