【摘要】 随着我国行政体制改革的不断深入,服务型政府的建立不仅需要树立绩效管理理念,还要建立和完善绩效评价体系,探索符合新时代的绩效评价方法。近年来,我国将政府绩效管理列入了改革发展大计,提出要全面建立政府绩效评价体系,推进政府绩效管理,这一举措为政府绩效改革指明了方向。新时代背景下,以公共价值为基础的政府绩效治理理论应运而生。该理论立足于实现社会价值、组织管理和协同领导系统的有机统一,通过构建科学的指标体系,运用科学的评价方法,将公共价值理念引入到到绩效管理中来,对地方政府绩效管理实践具有导向作用,取得了良好成效。本文以P街道为研究对象,对其基于公共价值视角的治理绩效评价体系应用进行了研究分析,有效地平衡了经济发展、社会治理、生态环境和社会公益等方面因素,有利于绩效评价体系的应用,从而更好地实现总体战略目标。本文主要分为以下几个部分:第一,对政府绩效评价、公共价值和公共价值运用于政府绩效的发展现状进行了梳理;第二,对公共价值和政府绩效的相关概念和理论基础进行简要概述;第三,在案例描述部分,对P街道办事处基本情况以及绩效考核现状进行了介绍。第四,基于公共价值视角,构建了一套从“发展成效、社会治理、政府能力和社会公益”维度出发的治理绩效评价体系,采用层次分析法确定了各指标体系权重。第五,对P街道治理绩效评价体系的模拟应用进行了分析,并根据其取得的成效和存在的问题,提出了优化建议。本文对街道层面的政府治理绩效评价体系应用现状进行分析,响应了助力国家治理体系和治理能力现代化进程的号召,适应了自身发展需求,为基层政府推进绩效评价工作提供了新的思考,对于持续提升绩效管理水平,具有一定的科学性和合理性。更多还原

【Abstract】 With the deepening of China’s administrative system reform,the establishment of service-oriented government needs not only to establish the concept of performance management,but also to establish and improve the performance evaluation system,and to explore performance evaluation methods in line with the new era.In recent years,China has included government performance management in the reform and development plan,and proposed to establish a comprehensive government performance evaluation system to promote government performance management,which points out the direction for government performance reform.Under the background of the New Era,the government performance governance theory based on the public value emerges as the Times require.The theory is based on the organic unity of social value,organizational management and collaborative leadership system.Through the construction of a scientific index system and the use of scientific evaluation methods,the public value concept is introduced into performance management,it has the guidance function to the local government performance management practice,has obtained the good result.This paper takes P street as the research object,analyzes the application of its governance performance evaluation system based on the public value perspective,and effectively balances the factors of economic development,social governance,ecological environment and social public welfare,etc.,it is beneficial to the application of performance evaluation system,so as to better achieve the overall strategic objectives.This paper is mainly divided into the following parts:First,the government performance evaluation,public value and public value used in the development of government performance to sort out the status quo;Third,in the case description part,it introduces the basic situation of P subdistrict office and the current situation of performance appraisal.Fourthly,based on the perspective of public value,this paper constructs a set of governance performance evaluation system from the dimensions of "development effectiveness,social governance,government capacity and social public welfare".Fifthly,this paper analyzes the simulation application of P street governance performance evaluation system,and puts forward optimization suggestions according to its achievements and problems.This paper analyzes the current situation of the application of government governance performance evaluation system at street level,responds to the call to help the modernization process of national governance system and governance capacity.It adapts to its own development needs,and provides new thinking for the grass-roots government to promote the performance evaluation work,which is conducive to continuously improving the level of performance management,and has a certain scientific and reasonable.更多还原
