【摘要】 党内监督作为全面从严治党的重要保障,是以我国的党章、党纪、法规等为依据,对中国共产党的各级领导机关和领导干部进行横纵一体化的监督。巡视作为政治巡视,是党内监督的战略性制度安排,在加强党的建设、全面从严治党、保持党的先进性和纯洁性等方面起着重要作用。巡察作为巡视向基层的发展与延伸,发挥着同样重要的作用。自2016年全面推开市县巡察工作以来,党中央一直比较重视和关注市县巡察。2019年印发的《关于中央部委、中央国家机关部门党组(党委)开展巡视工作的指导意见(试行)》,明确提出了要“破解熟人社会监督难的问题”这一要求。习近平总书记曾深刻指出“长期以来,党内存在的一个突出问题,就是不愿监督、不敢监督、抵制监督等现象不同程度存在,监督下级怕丢‘选票’,监督同级怕伤‘和气’,监督上级怕穿‘小鞋’”,党内监督缺位,必然导致党内出现各种问题。巡察作为加强党内监督的重要形式,作为推进全面从严治党、实现监督全覆盖的重要举措,在一定程度上也存在类似问题。巡察因开展主体为市县等基层范围,具有地域范围相对狭小、接触人员相对集中、人际关系错综复杂的特点。并且在熟人社会的环境下,受到人际关系影响和干扰较大,导致巡察监督工作开展不够超脱,容易产生监督难的问题。因此,本文以四平市T区为研究对象,对熟人社会下T区巡察存在问题进行分析。围绕人情关系过重、权力公正性弱化、利益共同体的形成以及问题线索表面化等方面,剖析熟人社会下县区巡察存在的问题,并提出对策建议。即明确巡察战略定位,打造良好政治环境;提高整体纪法素养,强化干部责任意识;优化巡察运行机制,源头遏制关系困扰;规范巡察方式方法,有效规避熟人干扰。希望能够进一步提升县区巡察专业化、公平化、法治化,为解决熟人社会下巡察存在的问题提供有益参考,推动县区巡察高质量发展。更多还原

【Abstract】 As an important guarantee for the comprehensive and strict governance of the party,intra-party supervision,is based on our country’s party constitution,party discipline,laws and regulations,etc.and conducts horizontal and vertical integrated supervision of the leading agencies and leading cadres of the Communist Party of China at all levels.As a political inspection,inspection is a strategic institutional arrangement for intra-party supervision.It plays an important role in strengthening party building,comprehensively and strictly governing the party,and maintaining the advanced nature and purity of the party.Extensions play an equally important role.Since the comprehensive launch of city and county inspections in 2016,the CPC Central Committee has been paying more attention and concern to city and county inspections.In 2019,the "Guiding Opinions on Inspections by Central Ministries and Party Groups(Party Committees)of Central State Organs and Departments(Trial)" was issued.,clearly put forward the requirement of "breaking the difficulty of social supervision of acquaintances".General Secretary Xi Jinping once pointed out that "for a long time,a prominent problem in the party is that there are phenomena such as unwillingness to supervise,dare not supervise,and resistance to supervision to varying degrees.Supervision subordinates are afraid of losing the " vote ",supervising the same level is afraid of hurting " harmony ",the supervisory superiors are afraid of wearing " small shoes "",and the absence of intra-party supervision will inevitably lead to various problems within the party.As an important form of strengthening intra-party supervision,inspection is an important way to promote comprehensive and strict governance of the party and achieve full coverage of supervision.To a certain extent,there are similar problems.Because the main body of the inspection is the city and county and other grass-roots areas,it has the characteristics of a relatively narrow geographical scope,relatively concentrated contacts,and complex interpersonal relationships,and in the environment of acquaintances,it is greatly affected and interfered by interpersonal relationships,which led to the development of inspection and supervision work.If it is not detached enough,it is easy to cause problems that are difficult to supervise.Therefore,this paper takes the T area of Siping City as the research object,and analyzes the problems existing in the inspection of the T area in the acquaintance society.Focusing on the excessive human relationship,the weakening of power fairness,the formation of interest community and the superficial clues,this paper analyzes the problems existing in the county inspection in the acquaintance society,and puts forward some countermeasures and suggestions.That is,defining the strategic positioning of patrol and creating a good political environment;Improve overall discipline and law literacy and strengthen cadres’ sense of responsibility;Optimize the patrol operation mechanism and curb the relationship troubles at the source;Standardize patrol methods and methods,and effectively avoid acquaintances’ interference.It is hoped that it can further promote the specialization,fairness and legalization of county patrol,provide useful reference for solving the problems existing in patrol in acquaintance society,and promote the high-quality development of county patrol.更多还原
