风险管理在民用飞机批生产阶段适航管理中的应用研究

【摘要】 在我国科技及经济快速增长的背景之下,我国的民用飞机制造工业也在近几年来迅速发展,而适航管理是贯穿于民用飞机研发、生产、运营及维修过程中的重要环节。但由于国内的适航管理的发展仍不成熟,目前适航管理的实际工作存在着资源与需求不匹配,企业适航管理水平较低及适航管理经验的不足等问题,使我们无法忽视民机适航管理中存在的风险。民机适航管理的风险管理研究对于国内民机行业的长远发展具有重要意义。本文以民用飞机批生产阶段的适航管理工作为着眼点,基于适航规章、管理程序中对民机批产阶段的管理要求以及适航管理实践中存在的问题,采用头脑风暴、专家调查等方法识别批生产阶段适航管理工作的主要风险,并对风险进行分类,获得了人力资源、组织机构与权限等4大类15项风险因素。在获得风险因素后,本文采用层次分析法对识别出的风险因素建立风险指标评价体系,根据专家调查数据计算获得相应的指标权重,得出各风险因素的权重排序。随后,采用模糊综合评价法对各项风险因素的隶属进行数据调查与计算,最终评价认为民用飞机批生产适航管理风险属于中等偏高风险,并对4大类风险因素进行了高、中、低三类风险的归纳。最后,本文对不同等级的分析因素分析制定了风险控制策略及控制措施,并在实际的项目工作中进行了一定程度的应用包括提升工艺文件的可操作性性和可追溯性等,收获了一定的风险控制成果。本文对于民机批产阶段适航管理风险的分析和控制具有有一定的借鉴和指导价值,在风险详细分析及风险控制措施制定和应用方面有一进步的研究拓展空间。
【Abstract】 Against the background of the rapid growth of my country’s technology and economy,domestic civil aircraft manufacturing industry has also developed rapidly in recent years.Airworthiness management is an important link throughout the development,production,operation and maintenance of civil aircraft.However,because the development of domestic airworthiness management is still immature,the actual work of airworthiness management currently has problems such as the mismatch of resources and needs,the low level of corporate airworthiness management,and the lack of airworthiness management experience,which makes it impossible for us to ignore the risks in aircraft airworthiness management.The research on risk management of civil aircraft airworthiness management is of great significance to the long-term development of the domestic civil aircraft industry.This article focuses on the airworthiness management of civil aircraft in the batch production phase,based on the airworthiness regulations,management requirements for the civil aircraft batch production phase in the airworthiness regulations,management procedures,and problems in the airworthiness management practice,using brainstorming,expert investigations,etc.Methods Identify the main risks of airworthiness management in the batch production stage,and classify the risks,and obtain 15 risk factors in 4 categories,including human resources,organization and authority.After obtaining the risk factors,this paper uses the analytic hierarchy process to establish a risk index evaluation system for the identified risk factors,calculates the corresponding index weights according to the expert survey data,and obtains the weight ranking of each risk factor.Subsequently,the fuzzy comprehensive evaluation method was used to investigate and calculate the affiliation of various risk factors.The final evaluation concluded that the airworthiness management risk of civil aircraft batch production was medium to high risk,and the four types of risk factors were high,medium,and high.A summary of the low three types of risks.Finally,this article analyzes different levels of analysis factors to formulate risk control strategies and control measures,and apply them to a certain degree in actual project work,including improving the operability and traceability of process documents.The results of risk control.This article has a certain reference and guiding value for the analysis and control of airworthiness management risk in the batch production stage of civil aircraft.There is room for progress in the detailed analysis of risks and the formulation and application of risk control measures.
