【摘要】 农业高质量发展是农业由高速增长阶段转向高质量发展阶段的应时之策和推进农业农村现代化建设的必然选择。近年来,山东省通过质量兴农、绿色兴农、发展现代高效农业等战略举措支持农业高质量发展,取得了一定成效,但仍存在农业发展质量不高、16地市间农业发展质量差别较大、农产品质量未接近消费者心理预期、农业资源约束趋紧等问题。在此背景下,山东省如何更好、更快实现农业高质量发展已然成为研究的焦点?为此,本文通过对山东省农业高质量发展进行测度、对可能影响农业高质量发展的因素进行实证分析,找出阻碍农业高质量发展的短板与弱项,对山东省推进、实现农业高质量发展具有一定的借鉴意义。首先,本文通过查阅文献,对农业高质量发展测度方法进行对比,辨析农业高质量发展的定义,并从定义入手构建评价指标体系;其次,运用熵权-TOPSIS法对山东省农业高质量发展情况进行测度,结果表明:2011-2020年山东省农业高质量发展综合指数由0.132增长至0.753,虽增幅明显但数值并不高;2020年山东省16地市农业高质量发展情况可划分为领先、平庸、落后型三类。再次,采用固定效应模型(FE)对影响山东省农业高质量发展的因素进行实证研究,结果表明:城镇化、社会消费、产业结构优化变量对山东省农业高质量发展具有显著的正向促进作用,能源消耗变量对农业高质量发展存在显著的负向影响,财政支农与科研人才规模变量回归结果不显著。最后,根据实证结果提出实现路径:打造农业高质量与新型城镇化融合试点、依托数字经济拓宽农产品销售渠道、坚持农业绿色发展、推进农村产业融合发展。更多还原

【Abstract】 The high quality development of agriculture is a timely policy and an inevitable choice to promote the modernization of agriculture and rural areas.In recent years,the quality of Shandong Province by suggested,green ",the development of modern,efficient agriculture strategic initiatives such as support the development of agriculture with high quality,has obtained certain achievements,but there are still quality agricultural development is not high,16 cities vary widely between agricultural development quality,agricultural products quality is not close to consumer psychological expectations,agricultural resources and environment constraints,tighter.In this context,how to better and faster achieve high-quality agricultural development in Shandong Province has become the focus of research? Therefore,this paper measures the agricultural high-quality development in Shandong Province,makes an empirical analysis of the factors that may affect the agricultural high-quality development,and finds out the shortcomings and weaknesses that hinder the agricultural high-quality development,which has a certain reference significance for promoting and realizing the agricultural high-quality development in Shandong Province.Firstly,by referring to literature,this paper compares the measurement methods of agricultural high-quality development,differentiates the definition of agricultural high-quality development,and constructs the evaluation index system from the definition.Secondly,the Entropy TOPSIS method was used to measure the high quality development of agriculture in Shandong Province.The results showed that the comprehensive index of high quality development of agriculture in Shandong Province increased from 0.132 to0.753 from 2011 to 2020,although the increase was significant but the value was not high.The high quality agricultural development of 16 cities in Shandong Province in 2020 can be divided into three types:leading,mediocre and backward.Thirdly,the fixed effect model(FE)was used to empirically analyze the factors that might affect the high-quality agricultural development in Shandong Province.The results showed that:The variables of urbanization,social consumption and industrial structure optimization have a significant positive effect on the high-quality agricultural development in Shandong Province,while the variables of energy consumption have a significant negative effect on the high-quality agricultural development.The regression results of the variables of financial support for agriculture and the scale of scientific research personnel are not significant.Finally,according to the empirical results,the realization path is proposed:to build the integration pilot of high-quality agriculture and new urbanization,to expand the sales channels of agricultural products by relying on the digital economy,to adhere to the green development of agriculture,and to promote the integrated development of rural industries.更多还原
