【摘要】 在我国,地方各级政府是大气污染防治的责任主体,对管辖区域的大气环境质量负主要责任。受经济发展的驱动影响,近年来,我国社会面貌发生了巨大变化,人民生活水平也得到了极大提升,但工业文明所带来的弊端也越来越显著。污染物排放造成的雾霾天气频发,以及因二氧化碳排放导致的温室效应,已成为当前面临的重大生态环境问题,重要原因之一就在于地方各级政府未能很好的履行大气污染治理职能,造成治理的效果不明显。本文以富平县为例展开调查研究。首先,本文介绍了研究背景及意义,对国内外学者研究现状进行了归纳分析,设计了研究目标与研究思路,并从避免理论缺失、避免论据不足、避免研究不够全面等方面分析了本文的创新点。其次,本文对大气污染、政府职能等核心概念进行了界定,选择多中心治理理论、整体性治理理论、公众参与阶梯理论作为理论支撑展开研究,并分析了理论与研究地方政府职能履行问题的契合性和一致性。再次,通过对历年的环境报告、统计年鉴、政府工作报告等资料进行梳理,重点分析了富平县大气环境整体概况及大气污染治理政府职能履行现状。最后,本文结合现有研究不足以及本研究的思路,设计了访谈调查与问卷调查,通过对政府公职人员、服务对象、市场主体及社会公众等多元主体的调查,深入查找富平县大气污染治理的政府职能履行存在问题及问题成因。研究发现,富平县在职能履行中主要存在政府协同治理不足、政策执行监督不足、政策保障机制不足、引导社会公众参与不足等问题。经过分析,认为造成这些问题产生的主要原因是:地方政府内部与多元主体之间关系协调失灵,环境政策制定与执行监督尚未形成闭环管理,政策保障机制与新型环境治理需求不相适应,政府激励引导与社会公众自主参与协作不畅等。针与存在问题,提出加快推进多元主体协同治理,优化完善环境政策执行方式,健全完善大气污染治理机制,充分调动社会公众参与治理等四个方面的建议,为进一步提升富平县政府的职能履行,推动生态环境高水平保护提供借鉴参考。更多还原

【Abstract】 In China,local governments at all levels are the main responsibility for air pollution prevention and control,and they are responsible for the atmospheric environmental quality of the jurisdiction area.Driven by economic development,in recent years,China ’ s social landscape has undergone tremendous changes,people’s living standards have also been greatly improved,but the drawbacks of industrial civilization are becoming more and more obvious.The frequent haze weather caused by pollutant emissions and the greenhouse effect caused by carbon dioxide emissions have become major ecological and environmental problems currently facing.One of the important reasons is that local governments at all levels fail to perform well the functions of air pollution control,resulting in insignificant governance effects.This paper takes Fuping County as an example to carry out research.Firstly,this paper introduces the research background and significance,summarizes and analyzes the research status of scholars at home and abroad,designs the research objectives and research ideas,and analyzes the innovation of this paper from the aspects of avoiding the lack of theory,avoiding the lack of evidence and avoiding the lack of comprehensive research.Secondly,this paper defines the core concepts of air pollution and government functions,selects the multi-center governance theory,the holistic governance theory and the public participation ladder theory as the theoretical support,and analyzes the consistency and consistency between the theory and the research on the performance of local government functions.Again,through the environmental reports over the years,statistical yearbooks,government work reports and other information to sort out,focusing on the analysis of the overall situation of Fuping County atmospheric environment and air pollution control status of government functions.Finally,this paper designs interview survey and questionnaire survey based on the existing research deficiencies and the ideas of this study.Through the investigation of government public officials,service objects,market subjects and the public and other multiple subjects,this paper deeply finds out the problems and causes of the government functions of air pollution control in Fuping County.The study found that there were problems in the functional performance of Fuping County,such as insufficient government collaborative governance,insufficient policy implementation supervision,insufficient policy guarantee mechanism,and insufficient guidance of public participation.According to the analysis,the main causes of these problems are as follows : the coordination between the local government and the multiple subjects fails;the environmental policy formulation and implementation supervision has not yet formed a closed-loop management;the policy guarantee mechanism does not adapt to the needs of new environmental governance;the government incentive guidance and the public participation are not smooth.In view of the existing problems,this paper puts forward four suggestions :accelerating the coordinated governance of multiple subjects,optimizing and perfecting the implementation mode of environmental policy,perfecting the mechanism of air pollution control,and fully mobilizing the public to participate in governance.It provides reference for further improving the function performance of Fuping county government and promoting the high level protection of ecological environment.更多还原
