新时代党内巡察制度建设研究

【摘要】 党的十八大以来,党内巡察制度经过前期发展,日益成为基层党内监督制度的重要组成部分。党内巡察制度是全面从严治党的重要制度安排,是破解基层监督难题的重要利器,党内巡察制度建设不仅仅是一个党内监督和自身建设问题,更是督促基层党组织贯彻落实党中央重大决策、解决基层“微腐败”问题、加强基层党组织建设的重大理论和实践问题。新时代背景下,党内巡察制度的建设与完善在推进全面从严治党的历史进程中发挥着至关重要的作用,中国共产党在理论和实践上对党内巡察制度进行了重大探索和创新,为进一步完善党内巡察制度提供坚实的实践基础。本文以党内巡察制度建设现状为研究对象,运用文献分析法界定党内巡视制度与党内巡察制度、党内巡察制度建设等相关概念,得出新时代党内巡察制度建立在马克思主义经典作家的权力监督思想、十八大前中共领导人的党内监督理论基础上,以习近平总书记对巡视监督的重要论述为根本指导。通过对各地的巡察制度文件对比分析,概括出新时代党内巡察制度建设的发展历程、基本内容以及基本特征。运用案例分析法对比分析D市对政法系统专项巡察、W市对下属县委宣传部常规巡察以及S县对下属村机动巡察三个案例,得出新时代党内巡察制度在治理“微腐败”、加强基层党组织建设以及构建基层党组织良好政治生态方面取得较大成就,但也存在党内巡察制度运转不够流畅、制度评估相对薄弱、保障性制度有待健全等问题,究其原因主要是理论研究滞后于实践发展、工作机制不够健全、评估条件不够充分。最后,根据新时代党内巡察制度建设中存在的问题和原因,提出加强新时代党内巡察制度建设的策略:一要健全工作机制,从强化巡视巡察上下联动、加强整改落实和优化成果运用等方面入手,进一步释放党内巡察制度效能;二要健全党内巡察评估机制,进一步完善巡察评估条件、健全事后评估机制、合理引进第三方评估;三要加强党内巡察的保障性制度设计,从加强巡察队伍建设、创新巡察方式、强化信息保障机制建设等方面着手,全方位加强党内巡察保障性制度建设,从而助力基层党建工作,推动全面从严治党向纵深发展。
【Abstract】 Since the 18 th Party Congress,the Communist Party of China inspection system has increasingly become an important part of the grassroots Communist Party of China supervision system after the initial development.The Communist Party of China inspection system is an important institutional arrangement for the overall strict governance of the Communist Party of China and an important tool to crack the problem of grassroots supervision.It is a major theoretical and practical issue.In the context of the new era,the construction and improvement of the Communist Party of China inspection system plays a crucial role in the historical process of promoting the strict governance of the Communist Party of China.The Communist Party of China has made significant exploration and innovation of the Communist Party of China inspection system in theory and practice,providing a solid practical foundation for further improvement of the Communist Party of China inspection system.This paper takes the current situation of the construction of the Communist Party of China inspection system as the research object,uses the literature analysis method to define the concepts related to the Communist Party of China inspection system and the Communist Party of China inspection system and the construction of the Communist Party of China inspection system,and concludes that the Party inspection system in the new era is built on the ideas of power supervision of classic Marxist writers,the theory of intra-party supervision by former Communist Party of China leaders at the Eighteenth National Congress and the important remarks of General Secretary Xi Jinping on inspection as the fundamental guidance.Through the comparative analysis of the inspection system documents in different places,the development history,content system and practical value of the construction of the inspection system within the Communist Party of China in the new era are outlined.By using the case study method to compare and analyze three cases: D city’s special inspection of the political and legal system,W city’s regular inspection ate village,we conclude that the Communist Party of China inspection system in the new era has made great achievements in managing "micro-corruption",strengthening the construction of grass-roots Communist Party of China organizations,and building a good political ecology of grass-roots Communist Party of China organizations.However,there are also problems such as the lack of smooth operation of the Communist Party of China inspection system,the relative weakness of the system evaluation,and the need to improve the guarantee system,mainly because the theoretical research lags behind the development of practice,the working mechanism is not sound enough,and the evaluation conditions are not sufficient.Finally,according to the problems and causes in the construction of the Communist Party of China inspection system in the new era,strategies to strengthen the construction of the Communist Party of China inspection system in the new era are proposed: First,we should improve the working mechanism,starting from strengthening the linkage between inspection and inspection,strengthening the implementation of rectification and optimizing the application of results,and further releasing the effectiveness of the party inspection system.Second,we should improve the evaluation mechanism of the Communist Party of China inspection,further improving the evaluation conditions of the inspection,improving the post-event evaluation The third is to strengthen the safeguard system design of Communist Party of China inspection,from strengthening the construction of inspection teams,innovative inspection methods,strengthening the construction of information security mechanisms,etc.,to strengthen the safeguard system construction of party inspection in all aspects,so as to help grass-roots party construction work and promote the overall strict governance of the Communist Party of China to deepen development.
