【摘要】 推进乡村振兴是事关全面建设社会主义现代化国家全局的重大问题,推进乡村产业振兴是推动乡村全面振兴的重要基础。而农业产业化是实现乡村产业振兴的关键环节。当前,农业产业化进程在快速推进的同时,也面临着如何进一步更好提质增效惠农的难题。政府和市场是贯穿经济社会发展的重要基本力量,正确认识和处理政府与市场关系对于更好推进我国农业产业化提质增效至关重要。因此,本文选择从政府和市场关系的视角,研究农业产业化提质增效的具体机制及其内在逻辑。本文在文献综述及对山东省寿光市和甘肃省庄浪县的农业产业化发展案例进行实地调研的基础上,首先,构建了政府和市场关系有机融合的理论分析框架,把新时代政府和市场的关系特点总结为共生性、统一性和同向性,认为二者是相互补充、相辅相成、有机统一的。其次,构建了农业产业化发展提质增效的五重实现机制,即生产要素激活机制、经营主体联合机制、产销对接畅通机制、全产业链发展机制和产业增效富民机制。政府和市场通过在这些机制中发挥积极作用,可以很好推动农业产业提质增效。在此基础上,本文研究认为,农业产业化是在社会主义市场经济体制下,以市场需求为导向、借助政府支持而发展起来的现代农业发展新路径。农业产业化发展模式已经从最初的农业上下游“跨环节合作”模式,发展到“贸工农一体化”模式、“企业+中介+农户”以及当前的农业产业化联合体等一体化产业联盟模式。有为政府和有效市场的有机结合正在不断推动农业产业化发展提质增效,而且农业产业化的深化发展需要进一步将有为政府和有效市场实效有机结合。最后,本文围绕进一步更好推动农业产业化提质增效发展提出政策建议:一是继续深化农业市场化改革,加强农产品市场的基础设施和制度软硬件建设;二是进一步转变政府职能,提高政府的服务农业发展的能力和市场化水平;三是持续推动政府和市场有机融合,推进农业产业化提质增效机制发挥实效。更多还原

【Abstract】 Promoting rural revitalization is a major issue concerning the overall construction of a modern socialist country,promoting the revitalization of rural industries is an important foundation for promoting the all-round revitalization of rural areas.And agricultural industrialization is the key link that realizes rural industry to vitalize.At present,while the process of agricultural industrialization is advancing rapidly,it is also faced with the difficult problem of how to further improve the quality and benefit of farmers.The government and the market are important basic forces running through the economic and social development.Correctly understanding and handling the relationship between the government and the market is of great importance for improving the quality and efficiency of China’s agricultural industrialization.Therefore,this paper chooses from the perspective of the relationship between government and market to study the specific mechanism and internal logic of improving quality and efficiency of agricultural industrialization.Based on the literature review and field investigation of agricultural industrialization development cases in Shouguang City,Shandong Province and Zhuanglang County,Gansu Province,first of all,build the theoretical framework for the organic relationship between the government and the market integration,the relationship between characteristics of the new era of government and market is summarized as symbiotic,uniformity and ecotropic,think they are complement each other,complement each other,the organic unity.Secondly,five realization mechanisms for improving the quality and efficiency of agricultural industrialization development have been constructed,namely the activation mechanism of production factors,the joint mechanism of operating entities,the smooth mechanism of production and marketing,the development mechanism of the whole industrial chain and the mechanism of enhancing the efficiency and enriching the people.By playing an active role in these mechanisms,the government and the market can improve the quality and efficiency of the agricultural industry.On this basis,this paper considers that agricultural industrialization is a new path of modern agricultural development under the socialist market economy system,guided by market demand and supported by the government.The development mode of agricultural industrialization has developed from the initial "cross-link cooperation" mode of agriculture upstream and downstream to the "integration of trade,industry and agriculture" mode,"enterprise + intermediary + peasant household" and the current agricultural industrialization union and other integrated industrial alliance mode.The organic combination of effective government and effective market is constantly promoting the development of agricultural industrialization to improve the quality and efficiency,and the deepening of agricultural industrialization needs to further combine the effective government and effective market.Finally,this paper puts forward some policy suggestions to further promote the development of quality and efficiency of agricultural industrialization.First,continue to deepen the reform of agricultural marketization,strengthen the construction of infrastructure and system hardware and software of agricultural market;Second,to further transform government functions,improve the government’s ability to serve agricultural development and marketization level;Third,we will continue to promote the organic integration of the government and the market,and ensure that the mechanism for improving the quality and efficiency of agricultural industrialization takes full effect.更多还原
