【摘要】 城市老旧小区改造由于涉及问题规模庞大和贴近民生的直接影响,是城市发展过程中的必然环节。大连金普新区海青岛街道东居里一社区是典型的老旧小区,大连市为此着手推动海青岛街道老旧小区基础设施改造。老旧小区基础设施改造往往由于涉及居民众多、协调难度大,在实际改造的过程中和改造完成后难以获得公众较高的满意度。在进行文献综述后发现当前对老旧小区基础设施改造的研究重点在老旧小区治理的治理困境和对策建议上,而缺乏对老旧小区基础设施改造进行理论升华,尚未建立起老旧小区基础设施改造的理论框架。论文在此背景之下,为优化老旧小区基础设施改造工作,建立起老旧小区基础设施改造的理论框架,同时为大连金普新区海青岛街道2020年老旧小区基础设施改造提出具体的优化建议,采用了文献研究法、访谈法、问卷调查法和比较分析法等研究方法,通过参与式观察方式收集一手定性研究资料开展研究。本文通过发放调查问卷和访谈的方式,掌握大连金普新区海青岛街道2020年老旧小区基础设施改造工作的现状,进而分析出基础设施改造工作中存在的问题:一是主管部门反映的问题,包括群众工作难和组织协调难问题;二是建筑企业反映的问题,包括技术标准问题和改造工作效率与工程质量的平衡问题;三是小区居民反映的问题,包括居民的有些需求还不能通过当前的改造得到满足、配套设施改造力度不大和居民达成共识难问题。造成海青岛街道老旧小区基础设施改造工作存在问题原因主要有四点:一是资金支持不足以支撑全部需求,二是改造方案不能完全回应居民诉求,三是老旧小区改造建设管理不规范,四是群众诉求多元化,沟通协调难度大。针对以上问题,本文以马斯洛需求理论、公民参与理论、合作治理理论和公私合作关系(PPP)理论为基础,借鉴国内优秀的老旧小区改造经验,主要是广州市和厦门市科学合理的规划、引入社会资本和鼓励公共参与、以人为本的人性化原则等有益经验,提出了老旧小区基础设施改造改造优化的目标与模式。本文还通过明确主体角色与责任框架,得出了一个可供政府参考的,能优化海青岛街道老旧小区基础设施改造的建议方案:推进老旧小区基础设施改造的产业化进程、完善老旧小区基础设施改造管理制度和促进老旧小区基础设施改造公众参与。更多还原

【Abstract】 The reconstruction of old urban communities is an inevitable link in the process of urban development because of the large scale of problems involved and the direct impact of people’s livelihood.Dongjuli No.1 Community,Haiqingdao Street in Jinpu New District,Dalian,is a typical old community.So Dalian proceeded to promote the infrastructure reconstruction of the old communities in Haiqingdao Street.Infrastructure renovation in old communities is often difficult to obtain high public satisfaction during and after the actual renovation due to the large number of residents involved and the difficulty of coordination.After conducting a literature review,I found that current research on infrastructure renovation in old communities focuses on the governance dilemma and countermeasure suggestions of old communities governance,but lacks theoretical sublimation of infrastructure renovation in old communities,and has not yet established a theoretical framework for infrastructure renovation in old communities.The thesis uses research methods such as literature research method,interview method,questionnaire survey method and comparative analysis method to optimize the infrastructure renovation of old communities,establish a theoretical framework for the infrastructure renovation of old communities,and at the same time make specific optimization suggestions for the infrastructure renovation of the old communities of Haiqingdao Street in Jinpu New District,Dalian in 2020,and collect first-hand qualitative research through participatory observation The data were collected through participant observation.In this paper,through the distribution of questionnaires and interviews,I grasp the current situation of the infrastructure renovation work in the old communities of Haiqingdao Street in Jinpu New District,Dalian in 2020,and then analyze the problems in the infrastructure renovation work: first,the problems reflected by the competent departments,including the difficulties in working with the masses and in organizing and coordinating;second,the problems reflected by the construction enterprises,including the problems of technical standards and the balance between the efficiency of renovation and The third is the problems reflected by the residents of the district,including the fact that some needs of the residents cannot be met by the current renovation,the lack of efforts to renovate the supporting facilities and the difficulty of reaching a consensus among the residents.There are four main reasons for the problems in the renovation of the infrastructure of the old communities in Haiqingdao Street: firstly,the financial support is not enough to support all the demands,secondly,the renovation plan cannot fully respond to the residents’ demands,thirdly,the construction management of the renovation of the old communities is not standardized,and fourthly,the communication and coordination is difficult due to the diversified demands of the public.In response to the above problems,this paper proposes the optimization of infrastructure renovation and transformation of old communities based on Maslow’s demand theory,citizen participation theory,cooperative governance theory and public-private partnership(PPP)theory,and drawing on the excellent domestic experience of old neighborhood renovation,mainly the scientific and reasonable planning,introduction of social capital and encouragement of public participation,and the humanistic principle of people-oriented in Guangzhou and Xiamen,and other beneficial experiences.The objectives and models of the renovation of old communities are proposed.By clarifying the roles and responsibility framework of the main bodies,this paper also comes up with a proposed scheme that can be used as a reference for the government and can optimize the infrastructure transformation of old communities in Haiqingdao Street: promoting the industrialization process of infrastructure transformation of old communities,improving the management system of infrastructure transformation of old communities and promoting public participation in infrastructure transformation of old communities.更多还原
