无锡地铁公司3号线车辆维修保养质量管理优化研究

【摘要】 随着我国改革开放进程加快和现代经济的快速发展,近十年轨道交通呈现爆发式的增长,对轨道交通设备运行的可靠性提出了新的要求。地铁运营企业维修保养质量的好坏将影响设备运转的稳定性与可靠性,直接关系着地铁运营单位的安全运营。设备设施是地铁运营企业的根基,其维修保养质量对企业安全可靠经济运行的影响极大,维修保养质量状况是造成企业损失和不良影响的重要因素。做好设备维修保养,提高维修保养质量,是保证地铁运营企业生产,设备安全、经济运行,提高设备可用系数,充分发挥设备设施潜力的重要措施。无锡地铁公司3号线刚刚开通运营一年,车辆维修保养的质量管理完全从既有线路平移而来,一年来车辆维修保养质量相对既有线路呈现出明显的不利态势,成为了无锡地铁公司的质量管理重点关注对象。改善车辆维修保养的质量管理,能降低正线列车故障率,能够使地铁运营公司经济与社会效益得到进一步的提升。同时轨道设施的检修时效性也会得到提升,质量也能够有所保障,能够有效降低设备的检修成本,其次,轨道设施检修质量管理体系也会逐渐走向标准化、规范化阶段。如何通过合理有效的质量管理手段实现车辆维修保养质量水平的提高是至关重要的。本文将以无锡地铁三号线为研究对象,分析车辆维修保养部门质量管理体系的发展情况,同时关注维修人员维修保养过程中人员质量意识,质量控制等管理问题,运用全面质量管理理论,本文将使用到的工具以及研究方法有:排列图、帕累托图等,对现阶段车辆维修保养中质量管理上存在的问题进行分析,从维修保养准备阶段、维修保养现场过程及验收阶段三个维度发现了无锡地铁3号线车辆维修保养存在的问题:维修保养准备阶段,车辆预验收质量管理流程不标准,无问题闭环管理,质量管理意识不足,从部门到车间到班组各层级质量管理职责不明确;现场过程管理方面,作业过程关键工序质量控制不够;质量验收管理方面,未设置专人进行他检,车辆交车程序不完善。在问题分析的基础上进行了原因分析。基于上述问题进行改进方案的设计与实施,按照全面质量管理要求,基于实现用户导向、全员参与、持续改进的设计目标,对改进方案进行了设计并论述了实施过程。改进方案主要包括:设计出维修保养部门质量管理组织机构、维修保养过程质量管理流程、质量管理制度等内容,以此为基础,从组织与人员保障、资金保障和技术与信息保障三个方面,进而保障车辆维修保养质量管理体系优化的顺利实施。本文贴合无锡地铁公司3号线质量管理实践,针对车辆维修保养的具体实践过程设计了维修保养过程中的质量管理措施,以理论指导实践,可为公司内部车辆维修保养质量管理提供经验借鉴,形成了一套轨道交通车辆维修保养质量管理控制的提升策略,也对其他同处于服务行业企业的服务质量改善有着一定的借鉴作用。
【Abstract】 With the acceleration of China’s reform and opening up and the rapid development of modern economy,rail transit has shown explosive growth in recent ten years,which puts forward new requirements for the reliability of rail transit equipment.The maintenance quality of subway operation enterprises will affect the stability and reliability of equipment operation,and is directly related to the safe operation of subway operation units.Equipment and facilities are the foundation of subway operation enterprises.Their maintenance quality has a great impact on the safe,reliable and economic operation of enterprises,and is an important factor causing losses and adverse effects of enterprises.Doing a good job in equipment maintenance and improving the quality of maintenance is an important measure to ensure the safe and economic operation of subway operation enterprises,improve the availability coefficient of equipment and give full play to the potential of equipment and facilities.Wuxi Metro Line 3 has just been put into operation for one year,and the quality management of vehicle maintenance is completely shifted from the existing lines.In the past year,the quality of vehicle maintenance has shown an obvious adverse trend compared with the existing lines,which has become the key focus of quality management of Wuxi Metro Company.Improving the quality management of vehicle maintenance can reduce the failure rate of main line trains,which is conducive to the improvement of economic and social benefits of metro operation companies.It is of certain significance to improve the maintenance efficiency and quality of urban rail transit equipment and facilities,reduce the maintenance cost of equipment and facilities,and promote the standardized and standardized development of the maintenance quality management system of urban rail transit equipment and facilities.How to improve the quality level of vehicle maintenance through reasonable and effective quality management means is of great significance.By studying the current situation of quality management in the vehicle maintenance department of Wuxi Metro Line 3,focusing on the management problems such as personnel quality awareness and quality control in the process of vehicle maintenance,this paper analyzes the problems existing in the quality management in the daily maintenance of the vehicle maintenance department by using the theory of total quality management and the relevant tools and methods of quality management such as Pareto Diagram The problems of vehicle maintenance of Wuxi Metro Line 3 were found in the three dimensions of maintenance site process and acceptance stage: in the preparation stage of maintenance,the quality management process of vehicle pre acceptance is not standard,there is no problem closed-loop management,the awareness of quality management is insufficient,and the quality management responsibilities at all levels from department to workshop to team are not clear;In terms of on-site process management,the quality control of key processes in the operation process is not enough;In terms of quality acceptance management,there is no special person for other inspection,and the vehicle delivery procedure is not perfect.On the basis of problem analysis,the cause is analyzed.Based on the above problems,the improvement scheme is designed and implemented.According to the requirements of total quality management,the improvement scheme is designed and the implementation process is discussed based on the design objectives of user orientation,full participation and continuous improvement.The improvement scheme mainly includes: designing the quality management organization of the maintenance department,the quality management process of the maintenance process,the quality management system and so on.On this basis,it can ensure the smooth implementation of the optimization of the vehicle maintenance quality management system from three aspects: organization and personnel guarantee,capital guarantee and technology and information guarantee.According to the quality management practice of Wuxi Metro Line 3,this paper designs the quality management measures in the maintenance process according to the specific practical process of vehicle maintenance.With theory guiding practice,it can provide experience reference for the internal vehicle maintenance quality management of the company,and form a set of improvement strategy for the maintenance quality management and control of rail transit vehicles,It can also be used as a reference for other enterprises in the service industry to improve their service quality.
