【摘要】 2005年商务部首次提出建立境外经贸合作区的新型对外直接投资方式,2006年下半年,商务部决定筹资200亿元在多国建立境外经贸合作区,至今,中国境外经贸合作区的建设已经初显成效。截至2021年,中国在中亚地区已建有较成熟的境外经贸合作区,给当地带去了不俗的经济效益和社会效益。哈萨克斯坦作为中国对中亚五国投资流量和投资存量最多的国家,中国却在哈萨克斯坦尚未建设有国家级境外经贸合作区。目前,国内针对境外经贸合作区的研究主要集中于对其发展现状、历程、推动作用及建设成效的研究,对境外经贸合作区的区位选择及开发模式的研究滞后于其发展的需要,没有文献研究境外经贸合作区如何在具体国家内不同地区间进行区位选择,尚未有文献研究中国在哈萨克斯坦建设境外经贸合作区的区位选择及开发模式。以对外直接投资的发展中国家理论、区位选择理论为指导,基于中国境外经贸合作区的发展现状,首先,剖析了中国在哈萨克斯坦建设境外经贸合作区的可行性。其次,梳理出境外经贸合作区的一般区位因素和特殊区位因素。以一般区位因素为基础构建境外经贸合作区的区位因素体系,运用熵权-TOPSIS法对哈萨克斯坦17个地区的境外经贸合作区一般区位因子进行综合评价,将排名前十的地区初选结果。基于区位熵和偏离-份额分析法(SSM)分析初选地区的优势产业,结合境外经贸合作区的特殊区位因子,选出中国在哈萨克斯坦建设不同类型境外经贸合作区的优选区域。加工制造型园区的优选区域为阿拉木图市、北哈萨克斯坦州、科斯塔奈州;资源利用型园区的优选区域为阿特劳州、卡拉干达州、东哈萨克斯坦州;农林开发型园区的优选区域为北哈萨克斯坦州、阿克莫拉州,阿拉木图州、科斯塔奈州;商贸物流型园区的优选区域为努尔苏丹市、阿拉木图市、奇姆肯特市、东哈萨克斯坦州;多元综合型园区的优选区域为奇姆肯特市。最后,选出中国在哈萨克斯坦建设境外经贸合作区最可行的园区类型为商贸物流型园区,通过对比不同开发模式的优劣势,得出中国在哈萨克斯坦建设商贸物流型园区的开发模式宜选为民营企业主导型。更多还原

【Abstract】 In 2005,the Ministry of Commerce first proposed the new OFDI method of establishing overseas economic and trade cooperation zones.In the second half of 2006,the Ministry of Commerce decided to raise 20 billion yuan to establish overseas economic and trade cooperation zones in many countries.So far,the construction of China’s overseas economic and trade cooperation zones has achieved initial results.By 2021,China had established mature overseas economic and trade cooperation zones in Central Asia,bringing remarkable economic and social benefits to the region.Kazakhstan is the country with the largest investment flow and investment stock among the five Central Asian countries,yet China has not built a state-level overseas economic and trade cooperation zone in Kazakhstan.At present,the domestic study of foreign economic and trade cooperation zone mainly focus on the development present situation,the research on the effectiveness of the process,promote and construction,location choice of foreign trade and economic cooperation zones and development mode of research lag behind the need of its development,there is no literature study how foreign trade and economic cooperation zones in specific countries in different region between location choice,There is no literature study on location selection and development mode of China’s overseas economic and trade cooperation zones in Kazakhstan.Guided by the developing country theory of OFDI and location choice theory,and based on the development status of China’s overseas economic and trade cooperation zones,the feasibility of China’s construction of foreign economic and trade cooperation zones in Kazakhstan is first analyzed.Second,the general location factors and special location factors of exit foreign economic and trade cooperation zones are analyzed.Based on the general location factors,the location factor system of the foreign economic and trade cooperation zones was constructed.The entropyTOPSIS method was used to comprehensively evaluate the general location factors of the foreign economic and trade cooperation zones of 17 regions in Kazakhstan,and the primary results of the top ten regions were selected.Based on location entropy and shift-share analysis(SSM),this paper analyzes the dominant industries in the primary regions and selects the optimal regions for China to build different types of foreign economic and trade cooperation zones in Kazakhstan.Almaty,North Kazakhstan and Kostanai are the preferred regions for manufacturing parks.The optimal area of resource utilization type park is Atrau Prefecture,Karaganda Prefecture and East Kazakhstan Prefecture.The optimal areas for agricultural and forestry development parks are north Kazakhstan,Akamora,Almaty and Kostanai;The optimal area of the commercial logistics park is Nursultan city,Almaty city,Chimkent city,east Kazakhstan State;The city of Chimkent is the preferred area for the multi-purpose complex.Finally,the most feasible type of park for China to build overseas economic and trade cooperation zones in Kazakhstan is the commercial logistics park.By comparing the advantages and disadvantages of different development modes,it is concluded that the development mode for China to build commercial logistics parks in Kazakhstan should be private enterprise-led.更多还原
