【摘要】 随着我国汽车保有量的增加,我国境内加油站的数量也在快速增加,加油站的安全管理问题也成为加油站运营发展的首要问题。如何提升加油站的安全管理建设,提升管理对策,成为新时期加油站持续发展的关键问题。GD石油分公司是目前国内省级区域最大的成品油销售公司,拥有遍布全省2300多座加油站,点多面广的加油站布点更是给企业的安全管理带来诸多问题,提升加油站安全管理一直都是GD公司工作的难点。论文参考安全管理相关理论和借鉴国内外安全管理先进经验,以GD石油分公司加油站为研究对象,总结了GD公司安全管理现状。采用问卷调查、访谈调研和安全性评价分析等方法,深入分析GD公司加油站安全管理过程中存在的问题。调查中构建了加油站安全性评价体系,采用德尔菲法确定评价指标相应的权重系数,运用多级模糊综合评价法对GD公司加油站安全措施进行了客观衡量。量化分析结果表明GD公司加油站安全性评价内部控制措施从整体上来看是不够有效的,其中员工意识与安全能力、消防应急、安全风险识别三项应该引起高度重视。调查发现GD公司加油站目前存在以下安全管理的问题:安全文化宣传力度和效果不到位;员工安全意识和能力有待提高;安全设备缺乏正确使用和维护;消防应急物资缺乏且操作不熟练;安全风险识别和隐患整改不到位。在此基础上,论文结合公司实际情况,提出GD公司加油站安全管理的提升对策,包括全方位提升安全文化宣传效果;增加员工管理参与度提升安全意识;应用物联网技术提升安全设备可靠性;建立安防联动的应急处置模式;采用信息化监控提升安全风险识别能力。另外,论文从组织保障、人才保障、培训保障和财务保障四个方面提出了GD公司加油站的安全保障措施,以帮助GD公司加油站顺利地将优化措施落实。论文的研究对GD公司加油站的安全管理带来一定的参考价值,同时也为社会加油站的安全管理提供了一定的帮助和借鉴意义,可以给石油行业中的私人、集体等不同规模的加油站加强安全管理,降低运营风险提供一定的参考,从而对促进石油零售行业的精细化管理水平发挥有益的作用。更多还原

【Abstract】 With the increase in the number of cars in my country,the number of gas stations in China is also increasing rapidly,and the safety management of gas stations has become the primary issue for the operation and development of gas stations.How to improve the safety management of gas stations and improve management countermeasures has become a key issue for the sustainable development of gas stations in the new era.GD Petroleum Branch is currently the largest product oil sales company in the province-level region in China.It has more than 2,300 gas stations throughout the province.The wide-ranging distribution of gas stations brings many problems to the safety management of enterprises and improves the safety of gas stations.Management has always been the difficulty of GD company’s work.The thesis refers to the relevant theories of safety management and the advanced experience of safety management at home and abroad.Taking the gas station of GD Petroleum Branch as the research object,the paper summarizes the current situation of GD company’s safety management.Using questionnaire surveys,interview surveys,and safety evaluation and analysis methods,in-depth analysis of the problems existing in the safety management process of GD gas stations.During the investigation,a gas station safety evaluation system was constructed,the Delphi method was used to determine the corresponding weight coefficients of the evaluation indicators,and the multi-level fuzzy comprehensive evaluation method was used to objectively measure the safety measures of GD company gas stations.The quantitative analysis results show that the internal control measures of GD’s gas station safety evaluation are not effective enough on the whole.Among them,employee awareness and safety capabilities,fire emergency response,and safety risk identification should be taken seriously.The investigation found that GD’s gas station currently has the following safety management problems: safety culture promotion and effectiveness are not in place;employees’ safety awareness and abilities need to be improved;safety equipment is not properly used and maintained;fire emergency materials are lacking and unskilled in operation;safety risks Identification and rectification of hidden dangers are not in place.On this basis,based on the actual situation of the company,the paper puts forward countermeasures to improve the safety management of GD gas station,including comprehensively improving the effect of safety culture promotion;increasing employee management participation to improve safety awareness;applying Io T technology to improve the reliability of safety equipment;Establish an emergency response mode of security and defense linkage;use information monitoring to improve the ability of security risk identification.In addition,the paper puts forward the safety guarantee measures for GD gas station from four aspects: organization guarantee,talent guarantee,training guarantee and financial guarantee,so as to help GD company gas station to implement the optimization measures smoothly.The research of the thesis brings certain reference value to the safety management of GD gas station,and also provides certain help and reference meaning for the safety management of social gas stations.It can be used for private and collective gas refueling of different scales in the oil industry.The station strengthens safety management and reduces operational risks to provide a certain reference,which will play a beneficial role in promoting the refined management level of the petroleum retail industry.更多还原
