【摘要】 习近平总书记在党的十九大报告中指出加强基层党组织建设“要以提升组织力为重点”。中共中央国务院印发的《乡村振兴战略规划(2018-2022年)》也指出加强农村基层党组织建设要“提升组织力”。农村基层党组织是农村工作的领导核心,是党团结联系农民的桥梁和纽带,只有不断提升组织力,把农村基层党组织建设得更加坚强有力,才能发挥农村基层党组织的领导核心作用,巩固党在农村的执政基础和执政地位。本研究立足于改革开放40多年来农村发展的历史变迁,以中国共产党农村基层党组织建设政策文本和实践探索为依据,系统梳理改革开放以来农村基层党组织组织力建设的历史进程、基本路径,总结其历史经验。这对我们探索新时代农村基层党组织组织力建设的新途径,提升中国共产党在农村的执政能力、夯实中国共产党在农村的执政基础以及全面实施乡村振兴战略,具有重大的历史借鉴意义。全文共五个部分:第一章,绪论部分。主要包括选题背景、研究现状综述、研究思路和方法、研究创新与不足等方面的内容。第二章,理论基础部分。明确农村基层党组织组织力的科学内涵、基本内容和主要特点。探源马克思主义经典作家关于农村基层党组织组织力的重要论述,为本文提供理论支撑。第三章,历史进程部分。以农村基层党组织组织力建设的重大历史节点为依据,将改革开放以来农村基层党组织组织力建设划分为四个阶段,即恢复与调整阶段(1978-1990年)、巩固与发展阶段(1990-2002年)、改革与创新阶段(2002-2012年)、深化与完善阶段(2012年至今),从宏观历史角度反映农村基层党组织组织力建设的历史进程和演进。第四章,基本路径部分。以农村基层党组织建设的基本结构为切入点,从组织体系、组织队伍、制度机制、政治生态四个方面对农村基层党组织组织力建设进行历史考察,揭示农村基层党组织组织力建设的基本路径。第五章,经验启示部分。总结改革开放以来农村基层党组织组织力建设的基本经验,并结合当前农村基层党组织组织力建设情况,提出相关启示。更多还原

【Abstract】 In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that strengthening the construction of grassroots party organizations "must focus on improving organizational strength." The rural revitalization strategy also pointed out that strengthening the construction of rural grass-roots party organizations must "improve organizational strength." Rural grass-roots party organizations are the core of leadership in rural work and are the bridge and link between the party and farmers.Only by continuously improving the organizational strength of rural grass-roots party organizations and building rural grass-roots party organizations can they give full play to the leadership of rural grass-roots party organizations.The core role is to consolidate the party?s ruling foundation and ruling position in the countryside.This research is based on the historical changes of rural development over the past 40 years of reform and opening up.Based on the policy text and practical exploration of the construction of rural grassroots party organizations of the Communist Party of China,this study systematically sorts out the historical process and basic path of the organizational strength building of rural grassroots party organizations since the reform and opening up.Summarize its historical experience.This is of great historical significance for us to explore new ways to build the organizational strength of rural grassroots party organizations in the new era,enhance the CPC’s ability to govern in rural areas,consolidate the CPC’s ruling foundation in rural areas,and fully implement the rural revitalization strategy.The full text has five parts:Chapter One,Introduction.It mainly includes topics such as background of topic selection,summary of research status,research ideas and methods,research innovation and deficiencies,etc.The second chapter is the theoretical foundation part.Clarify the scientific connotation,basic content,and main characteristics of the organizational strength of rural grassroots party organizations.Explore the source of Marxist classic writers’ important expositions on the organizational strength of rural grassroots party organizations to provide theoretical support for this article.Chapter Three is the historical process part.Based on the major historical nodes in the construction of rural grass-roots party organizations? organizational strength,the construction of rural grass-roots party organizations? organizational strength since the reform and opening up is divided into four stages,namely,the recovery and adjustment stage(1978-1990),and the consolidation and development stage(1990-2002),reform and innovation stage(2002-2012),deepening and improvement stage(2012 to present),reflecting the historical process and evolution of the construction of rural grassroots party organizations from a macro-historical perspective.The fourth chapter,the basic path part.Taking the basic structure of rural grassroots party organization construction as the starting point,conduct a historical survey of the organizational strength of rural grassroots party organizations from four aspects: organizational system,organization team,institutional mechanism,and political ecology,revealing the basics of rural grassroots party organization organizational strength construction path.The fifth chapter is the part of experience and inspiration.Summarize the basic experience of rural grassroots party organizations’ organizational strength building since the reform and opening up,and combine the current situation of rural grassroots party organizations’ organizational strength building,and put forward relevant enlightenment.更多还原
