【摘要】 “绿水青山就是金山银山”习近平总书记的铿锵话语,召示了我国的大国担当,也彰显出了绿色发展的科学理念。近年来,随着生态文明建设的推进,各级政府越来越重视环境保护和生态建设。大通湖从2012年的Ⅲ类水质,到2015年的劣Ⅴ类水质,再到2020年的Ⅳ类水质,经历了由优质到污染到治理到转好的过程,在治理过程中经历了由单中心到多中心治理的转变,取得了成效,也存在不足。本文以大通湖水污染治理为研究案例,以多中心理论为视角,采用调查、访谈、检测等方法,通过对政府部门、企业、非政府组织、居民参与水污染治理的过程、问题、措施进行研究和调研,分析得出大通湖治理已经经过了单中心治理、政府企业治理和多中心治理初探三个阶段,多中心理论治理对大通湖治理具有非常明显的成效。依据多中心治理理论多元化度、制度化度、自主化度这三个层面,将多中心治理在实践中的层次分成三个阶段,依据大通湖治理当前的治理层次,进一步分析当前存在的政府治理理念有偏差、市场参与机制不健全、非政府组织推行乏力、民众主动性不足等方面的问题及原因,提出了发挥政府引导作用、激发企业参与活力、提升非政府组织影响、强化民众主体力量的治理措施。本文研究对多中心理论运用到实践中,分阶段精准施策进行了探索,对其它大湖治理尤其是洞庭湖区周边内湖治理提供了参考借鉴经验,也是多中心治理理论在中部地区内湖治理的一次应用尝试,丰富了多中心理论在内陆中部地区湖泊治理方面的研究。更多还原

【Abstract】 General Secretary Xi Jinping’s sonorous words,"Clear waters and green mountains are gold and silver mountains",demonstrate China’s responsibility as a major country and demonstrate the scientific concept of green development.In recent years,with the promotion of ecological civilization construction,governments at all levels pay more and more attention to environmental protection and ecological construction.Datong Lake from the Ⅲ class of water quality in 2012,to the poor quality of the water quality in 2015,and then to the grade of the water quality in 2020,experienced the process from high quality to pollution to governance to better,in the process of governance has experienced the change from single center to multi-center governance,achieved results,but there are also deficiencies.This paper takes Datong Lake water pollution treatment as a case study,and from the perspective of polycentric theory,adopts methods such as investigation,interview and detection to study and investigate the process,problems and measures of government departments,enterprises,non-governmental organizations and residents participating in water pollution treatment.The analysis shows that the governance of Datong Lake has gone through three stages:single-center governance,government-enterprise governance and the preliminary study of multi-center governance,and the multi-center theory governance has a very obvious effect on the governance of Datong Lake.According to the degree of diversification,institutionalization and autonomy of the polycentric governance theory,the levels of polycentric governance in practice are divided into three stages.According to the current governance levels of Datong Lake governance,Further analysis of the existing government governance concept deviation,market participation mechanism is not sound,non-governmental organizations for lack of power,the public problems and the reasons of the lack of initiative,etc,puts forward the government guide,stimulate the enterprises to participate in energy,promote nongovernmental organizations(ngos)influence power,strengthening the public subject of governance measures.In this paper,we study the polycentric theory into practice,explores the precise Shi Ce by stages,to other lakes management especially around dongting lake management provides reference experience for reference,is also a polycentric governance theory in the central area of lake management an application attempts to enrich the theory of multiple centers in central inland lakes governance research.更多还原
