【摘要】 2017年十月习近平总书记在十九大报告中提出了乡村振兴战略并将其其列为建设现代化经济体系的六大任务之一。自乡村振兴战略以来,经过全党各族人民的浴血奋战,乡村振兴战略取得初步成效。2020我国取得了脱贫攻坚战的全面胜利,乡村振兴的制度框架和政策体系基本成型。“十四五”期间乡村振兴战略仍是解决“三农问题”的关键,是新发展阶段的基础性工作。《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》提出把解决三农问题放在首位,全面推进乡村振兴的战略部署:“要坚持把解决好三农问题作为全党工作重中之重,走中国特色社会主义乡村振兴道路,全面实施乡村振兴战略,强化以工补农、以城带乡,推动形成工农互促、城乡互补、协调发展、共同繁荣的新型工农城乡关系,加快农业农村现代化。①”基层党组织在领导我国农村地区的工作中占有重要地位,乡村振兴战略的实施离不开基层党建的引领。基层党组织是我们党的战斗前沿,是农村工作的领导核心。实施农村振兴战略离不开对基层党组织的指导。加强基层党组织建设,是乡村振兴的政治保证,是农业和农村经济健康发展的前提,有利于引导乡村文明乡风、乡村善治、然而,目前基层的党建过程中仍存在管理落后、党员发挥先锋模范作用不足、基层党组织软弱涣散等问题,严重制约了基层经济的发展。因此,要解决当前农村出现的问题,全面推进乡村振兴战略,必须加强基层党组织的建设,创新基层党组织引领乡村振兴的模式方法,探索出一条基层党建带动农村地区经济社会全面健康发展的路径。H村原是大同东南部的一个贫困偏远山村,通过近几年一系列创新党建的方法,带动当地的经济发展取得了长足的发展,本文基于这样的现实背景,对H村基层党建的成功做法进行了梳理总结,以期找到优化基层党建引领乡村振兴的可借鉴方法。论文共分为五部分,第一部分为引言,介绍了课题研究的背景与意义,对国内外对基层党建引领乡村振兴的理论成果进行了梳理总结,指出了研究中的重难点,创新之处及不足。第二部分从乡村振兴战略与基层党组织的关系方面及相关理论层面说明了基层党建引领乡村振兴的必要性和有效性,第三部分阐述了样本村调研的过程及其采取的措施及成效,第四部分以样本村为例梳理了当前基层党建存在的问题并分析了原因,第五部分在前几部分的基础上提出了基层党建引领乡村振兴的优化路径。结语部分简单总结了 H村党建引领乡村振兴的做法对于解决当前基层党建的困境的参考意义,以期各地应因地制宜探索出一条适合当地发展的模式。更多还原

【Abstract】 In his report to the 19th party congress in October 2017,General Secretary Xi Jinping proposed the rural revitalization strategy as one of the six tasks of building a modern economic system.Since the rural revitalization strategy,through the whole party and people of all ethnic groups,the rural revitalization strategy has achieved initial results.In 2020,China won an all-round victory in the battle against poverty,and the institutional framework and policy system for rural revitalization took shape.During the period of the 14th five-year plan,the rural revitalization strategy is still the key to solve the“Three rural issues”and the basic work of the new development stage.The CPC Central Committee’s proposal for the formulation of the 14th five-year plan for national economic and Social Development and the 2035 long-term goals clearly lays out the strategic plan of "Giving priority to the development of agriculture and rural areas and comprehensively promoting rural revitalization":we must give top priority to solving the problems concerning agriculture,rural areas,and farmers,we will take the road of rejuvenation of the socialist countryside with Chinese characteristics,fully implement the strategy of rejuvenation of the countryside,strengthen efforts to supplement agriculture with industry and to bring urban areas into line with the countryside,and promote the formation of a new type of relationship between industry,agriculture,urban areas and rural areas that promotes mutual promotion,complements urban and rural areas,coordinates development,and achieves common prosperity,we will accelerate the modernization of agriculture and the countryside.[proposal of the Central Committee of the Communist Party of China for the formulation of the fourteenth five-year plan for national economic and social development and the long-term goals for 2035].The grass-roots party organization is the cutting edge of our party’s work and the leading core of all rural work.Strengthening the construction of grass-roots party organizations is the political guarantee for rural revitalization,the prerequisite for the healthy development of agricultural and rural economy,and is conducive to guiding rural civilization and good governance,at present,there are still some problems in the process of party building at the grass-roots level,such as the backward management,the insufficiency of party members to play the role of Vanguard and model,and the weakness and laxity of party organizations at the grass-roots level,which seriously restrict the development of the grass-roots economy.Therefore,to strengthen the construction of grass-roots party rass-roots party building are of great practical significance to promoting rural rejuvenation in an all-round way.H village was originally a poor and remote mountain village in the southeast of Datong.Through a series of innovative methods of Party Construction in recent years,it has driven the local economic development and made great progress.Based on this realistic background,this paper combs and summarizes the successful practices of grass-roots party construction in H Village,in order to find a reference method to optimize grass-roots party construction and lead rural revitalization.The paper is divided into five parts.The first part is the introduction,which introduces the background and significance of the research,combs and summarizes the theoretical achievements of grass-roots party construction leading Rural Revitalization at home and abroad,and points out the key and difficult points,innovations and deficiencies in the research.The second part explains the necessity and effectiveness of grass-roots party construction leading Rural Revitalization from the relationship between Rural Revitalization Strategy and grass-roots party organizations and relevant theoretical levels.The third part expounds the research process and measures and results of sample villages.The fourth part takes sample villages as an example to sort out the problems existing in current grass-roots party construction and analyze the reasons,The fifth part puts forward the optimization path of grass-roots party construction leading Rural Revitalization on the basis of the previous parts.The conclusion briefly summarizes the reference significance of the practice of H Village Party construction leading Rural Revitalization to solve the current dilemma of grass-roots party construction,in order to explore a model suitable for local development according to local conditions.更多还原
