【摘要】 为了不断适应新时代我国社会基层治理的新形势,全国各地区掀起了探索社区治理的创新实践。近年来,党建引领下的社区治理理论以及实例在实践中不断涌现。在“党建+服务”建设中,“管家”代表的是全方位、多层次、全时段的贴心服务,“红色”代表的是党的引领。“红色管家”模式作为基层治理创新实践,实现了依靠基层党组织力量为核心,整合辖区内各类资源,为居民提供全方位、全时段志愿服务和具有个性化的帮助。由于城市社区具有问题多发多样、矛盾隐藏的特点,与其他政府主导的基层治理创新项目一样,“红色管家”在实践过程中也面临着多样的问题。为了更加客观、真实反映“红色管家”模式在社区治理中发挥的作用以及实践过程中存在的问题,本文通过参与式观察、实地考察、深度访谈和调查问卷等形式对“红色管家”模式实施的社区进行案例分析,探究“红色管家”模式存在的问题及产生的原因。主要存在基层党组织领导力不强,“红色管家”精细化服务作用不明显;政府、社会组织、市场组织等多元主体共治缺位;社区基层民主自治建设不充分,“红色管家”发挥效能低;对“红色管家”认识不足,人员参与度低;“红色管家”公共服务供给灵活性缺失问题。最后研究提出优化“红色管家”模式可能实现的方法,强化社区党建作用和定位,优化资源整合和配置;完善“红色管家”协同治理管理机制,形成利益契合有力抓手;加强民主自治建设机制,构建立体化服务网络;建立“红色管家”监督考核机制,优化人员队伍;提高公共服务灵活性,引导居民共治共享,推动社区居民融入治理体系,形成新的治理格局,打造新的治理环境。更多还原

【Abstract】 In order to adapt to the new situation of China’s social governance in the new era,all regions have set off an innovative practice of community governance.Under the framework of"Party building+sevice","Red" represents the leadership of the party and "Red Butler"represents all-round,multi-level and full-time intimate service.As an innovative practice of grassroots governance,the "Red Butler" model has realized relying on the strength of grassroots party organizations as the core,integrating various resources within the jurisdiction,and providing residents with all-round volunteer services and personalized help.As urban communities have the characteristics of multiple problems and hidden contradictions,the "Red Butler" also faces various problems in the process of practice.So as to objectively reflect the role of the "Red Butler" model in community governance and the problems in the process,this paper implements the "Red Butler" model through participatory observation,field visits,indepth interviews and questionnaires.The problems are that the lack of leadership of grass-roots party organizations and the refined service role of "Red Butler";the lack of co-governance of multiple subjects;the insufficient construction of community grass-roots democratic autonomy and the low effectiveness of "Red Butler";insufficient understanding of "Red Butler" and low participation of personnel;the lack of flexibility in the supply of public services by "Red Butler".Finally,the study proposes ways to optimize the realization of the "Red Butler" model,strengthen the role and positioning of community party building,optimize the integration and allocation of resources;improve the "Red Butler" collaborative governance management mechanism;strengthen the mechanism of democratic autonomy construction and build service network;establish a "Red Butler" supervision and assessment mechanism to optimize the personnel team;improve the flexibility of public services,guide residents to co-govern and share,so as to guide community residents to actively participate in community governance for community governance of co-construction and sharing.更多还原
