【摘要】 在日本帝国主义的侵华战略中,“思想战”占据了至关重要的地位,且在日本当局看来,实行严密的新闻统制以落实各项宣传策略是取得“思想战”胜利的必要手段。因而,日军侵占北平后,即着手统一华北的新闻宣传工作,不仅直接或间接地控制了华北的所有报刊,还在华北方面军及伪政府内部设置了多重新闻统制机构。《新北京报》便是受日伪当局严密管控的报刊之一。《新北京报》作为一份位于北平、面向整个华北沦陷区发行的伪报纸,要受到北平伪政权和华北伪政权的双重管制。具体来说,不仅报纸发行流通的全过程皆要接受日伪政府的层层把控,报社的经营者、编辑、记者也要受到日伪政府的种种限制与“训练”。在日伪当局的严格控制下,《新北京报》进行了一系列用以奴化华北民众的欺骗性报道宣传。为掩盖日军侵略战争的本质,该报极力吹捧日军进行战争的目的是完成“兴亚圣业”与建设“新中国”,并将日方蓄意挑起战争的责任转移到国共两党身上,借此来为日本军国主义开脱;就树立华北日伪政权的权威而言,该报一面鼓吹伪政权的“唯一合法性”,一面吹嘘伪政府的“丰功伟绩”与“亲民爱民”,更是通过抹黑国共两党来抬高伪政权的“光辉”形象,以骗取华北民众对伪政权的信任;为了将华北民众塑造成协力战争的“新民”,该报先是对“新民主义”进行了大肆宣扬,意图使华北民众产生“作新民”的思想,继而为华北民众树立了行为上的“榜样”——日本国民,并鼓动华北民众去效仿“榜样”的言行,最后再煽惑华北民众信仰日伪当局所塑造的殖民地文化,并极力煽动广大民众切实参与到日伪政府形塑“新民”的活动中。尽管《新北京报》在具体的报道中极力表现自己是在为华北民众考虑,但仔细推敲便可发现该报所发表的言论完全是站在日本帝国主义的立场上为日军及伪政权声辩,无论该报如何对日军及伪政权的恶劣行径进行美化与粉饰,都难以掩盖日本帝国主义要将华北变为殖民地的野心和企图。而这样的报道也只会更加突显出《新北京报》宣传的虚假性与欺骗性,进一步证实该报在本质上就是为日伪政权服务的精神工具。更多还原

【Abstract】 In the Japanese imperialist strategy of invading China,"ideological war" occupies a crucial position,and in the view of the Japanese authorities,the implementation of strict news control to implement various publicity strategies is a necessary means to win the "ideological war".Therefore,after the Japanese occupied Beiping,they began to unify the news publicity work in North China.They not only directly or indirectly controlled all newspapers and periodicals in North China,but also set up multiple news control institutions within the North China front army and the puppet government.New News is one of the newspapers closely controlled by the Japanese puppet authorities.As a fake newspaper located in Beiping and distributed to the enemy-occupied areas of North China,New Beijing News has been under the dual control of the puppet regime in Beiping and the puppet regime in North China.Specifically,not only the whole process of newspaper distribution and circulation has been controlled by the Japanese puppet government,but also the newspaper operators,editors and journalists have been subject to various restrictions and "training" of the Japanese puppet government.Under the strict control of the Japanese puppet authorities,New Beijing News carried out a series of deceptive reports and propaganda to enslave the people in North China.In order to cover up the essence of the Japanese War of aggression,the newspaper strongly praised that the purpose of the Japanese war was to complete the "sacred cause of rejuvenating Asia " and build "new China",and transferred the responsibility of deliberately provoking the war to the Kuomintang and the Communist Party,so as to excuse Japanese militarism;In terms of establishing the authority of the puppet regime in North China,while advocating the "sole legitimacy" of the puppet regime,the newspaper boasted about the "great achievements" and"being close to the people and loving the people" of the puppet government,and raised the"glorious" image of the puppet regime by smearing the Kuomintang and the Communist Party,so as to deceive the people of North China into trusting the puppet regime;In order to shape the people in North China as "new people" supporting the war,the newspaper first publicized the "new people’s doctrine" in an attempt to make the people in North China have the idea of"being new people".Then it set a "model" for the people in North China--Japanese nationals,and encouraged the people in North China to follow the words and deeds of the "model".Finally,it incited the people in North China to believe in the colonial culture shaped by the Japanese puppet authorities,and strongly incited the general public to participate in the activities of the Japanese puppet government to shape the "new people".Although New Beijing News tried its best to show that it was considering for the people in North China in its specific reports,after careful deliberation,we can find that the remarks made by the newspaper are entirely defending the Japanese army and the puppet regime from the standpoint of Japanese imperialism.No matter how the newspaper prettifies and whitewashes the bad acts of the Japanese army and the puppet regime,it is difficult to cover up the ambition and attempt of the Japanese imperialists to turn North China into a colony.Such a report will only highlight the falseness and deception of the propaganda of New Beijing News,and further confirm that the newspaper is essentially a spiritual tool for the Japanese puppet regime.更多还原
