【摘要】 中国政府将节能工作提高到战略发展的层面,相关部门联合设立独立机构,这个机构职能是负责监察各能耗单位能源利用情况,这种独立机构增强了节能力量。节能监察是政府提高各行业能源利用率的一种行政手段,在降低能耗、节约能源以及促进经济发展等方面意义重大。经专家分析,减少碳排放最优方案是节能,节能也是实现“碳中和”目标的重要策略。由于各地市还未建立科学完善的节能监察体系,2021年6月前后国家发改委等相关部门发布的多项政策中明确了节能监察体系建设目标。M市是省会城市,拥有大量企业,因此能耗量也较大,节能监察体系建设还需要进一步加以改进。因此对M市节能监察体系当前的情况和存在问题进行系统全面的研究,找出问题的原因并制定有效的解决策略,是促进M市实现“碳中和”目标的必然要求。本文以整体性治理理论为基础理论背景从M市节能监察体系建设的现实情况出发,通过查询、归纳资料,对节能监察体系的有关内容进行了简要的叙述,阐述了 M市节能监察体系情况并进行分析。提出M市节能监察体系建设存在节能监察机构整合效果不佳、节能监察职能碎片化、节能监察信息联通不畅以及对节能监察的监督难以起到实际作用。并对这些问题产生的原因进行分析,发现地方推进节能监察体系建设障碍较多、节能监察工作运行机制不健全、节能监察协同机制较弱以及节能监督机制不完善是导致这些问题产生的主要因素。结合整体性治理理论提出目标管理的一致性和主体之间的协同性,结合国内相关经验及M市经济发展的特点,M市节能监察体系建设应进一步加强机构职能整合、地方法规的制定、完善工作运行机制、增强部门协同、完善节能监察监督机制,同时更多采用现代信息技术手段。展望节能监察体系未来,它将会是一个利用信息技术搭建数字平台来实现多方协作、高效率、职能整合、监督完备的体系,而不是依靠扩大机构规模,增加人力形成的整体性机构。更多还原

【Abstract】 The Chinese government has brought its efforts to save energy to the level of strategic development and jointly created an independent organization that can monitor the energy consumption of energy-consuming units.Efficient energy regulation is a governance tool for increasing the level of energy in various industries and is crucial for reducing energy consumption,saving energy and promoting economic development.Energy conservation supervision is a management method used by governments to improve energy applications in various industries.According to experts,the best way to reduce carbon dioxide emissions is to save energy,which is an important strategy to achieve carbon neutrality.Since not all cities have yet put in place a scientific and comprehensive energy saving monitoring system,the National Development and Reform Commission and other relevant departments have defined a set of policies in 2021.This clearly defines the purpose of building an energy efficient monitoring system.It defined the goal.to build an energy saving monitoring system.Since M is the provincial capital with a large number of projects,it consumes a relatively large amount of energy and is needed to improve the construction of efficient energy systems supervision,so it will be carried out in a manner systematic and comprehensive.Investigating the current status and current status of China’s urban energy conservation monitoring system,investigating the cause of the problem,and formulating effective solutions are unavoidable requirements for the M city to achieve "carbon neutrality".In this article,based on the theory of global management,We start with the current state of construction of an energy saving monitoring system in M briefly explain and outline the contents of the energy-saving monitoring system through inquiries and summaries the energy situation.City M energy efficient surveillance system.Do the analysis.It should be noted that during the construction of the energy saving monitoring system in M City,the integration of energy saving regulators is weak,the energy saving monitoring function is divided,the transmission of energy saving monitoring information is insufficient,and it is difficult to monitor energy consumption.Maintain surveillance to play a practical role.The analysis of the causes of these problems revealed that there were many obstacles to the construction of energy saving monitoring systems in this area and that the operational mechanism for monitoring energy savings was incomplete,the adjusting mechanism of the energy saving monitoring is weak,and the energy is incomplete,I understand.-Savings Monitoring Mechanism-The main factors that lead to these problems.The creation of a supervisory system is proposed,linked to the theory of holistic management,the coherence of management through objectives and synergy between problems,combined with the experience of the respective country and the specifics of the economic development of the city.City M’s energy saving and emission reduction will further strengthen the integration of system functions and improve the formulation and improvement of local laws and regulations.Establish operational mechanisms,strengthen departmental coordination and improve energy-efficient monitoring and monitoring mechanisms.Use more up-to-date information technology tools at the same time.Looking to the future of energy-saving surveillance systems,instead of relying on company size and staffing levels,build a digital platform with information technology for multi-stakeholder collaboration,high efficiency,functional integration and complete control to be realized.Form a common organization.更多还原
