【摘要】 2007年,无锡市因太湖流域的蓝藻事件爆发引发了严重的供水危机,当地政府开创先河,率先在全市推行河长制政策。河长制政策的推行破解了长期以来中国在河湖治理方面存在的诸多顽疾,但其同时对地方经济发展造成影响。相比于排污费、排污权交易这类制度完善的环境政策,本文选择了河长制这一发展历史较短、由地方政府自主创新衍生至全国的环境政策进行研究,探索其对企业生产率的影响程度及内在机制,为河长制政策的制度完善、标准建立等方面提供相关数据支撑,进一步完善了我国的环境保护制度体系。本文基于中国各地区推行河长制政策的准自然实验,整理全国235个地级市的政策推行时间数据,并结合中国上市公司财务数据,采用双重差分方法估计了河长制政策对企业全要素生产率的影响。结果发现,推行河长制政策会抑制企业技术创新水平,诱使企业实施寻租行为,并加深地区资源错配程度,从而最终导致企业生产率在河长制政策推行的期间受到负面冲击。此外,河长制政策的推行对国有企业、高污染企业生产率的影响更大。因此,为缓解政策带来的负面冲击,地方政府可建立财税补贴方案,对企业进行创新补偿,同时不断完善配套法律法规,对执法人员加强监察,保证政策执行有效性。本文首次从企业生产率的微观角度系统考察河长制这一地方性政策的影响,不仅为河长制政策的进一步推广和完善提供了微观证据,也可以在一定程度从侧面揭示环境分权类政策在微观企业层面的经济效应。更多还原

【Abstract】 In 2007,when a blue-green algae outbreak in the Taihu Lake basin caused a severe water supply crisis in Wuxi,the local government took the lead and introduced the river chief system policy throughout the city.The implementation of the river chief system policy has solved many persistent problems in river and lake governance in China for a long time,but it also has an impact on local economic development.Compared to discharge,emission trading system of this kind of perfect environmental policy,this dissertation chose the river chief system,the short development history,derived from independent innovation of local government to the national environmental policy research,exploration of its impact on business productivity and internal mechanism,for the river chief system to perfect the system of policies and standards established to provide relevant data to support,to further improve the system of our country’s environmental protection system.Based on the quasi-natural experiment of implementing river chief system in various regions of China,this dissertation collects the data of policy implementation time of 235 prefecture-level cities in China,and combines the financial data of Chinese listed companies to estimate the impact of river chief system policy on the total factor productivity of enterprises by using the differential method.The results show that the implementation of the river chief system policy will inhibit the level of technological innovation of enterprises,induce enterprises to implement rent-seeking behavior,and deepen the degree of regional resource mismatch,which will eventually lead to the negative impact of enterprise productivity during the implementation of the river chief system policy.In addition,the implementation of the river chief system policy has a greater impact on the productivity of state-owned enterprises and high-polluting enterprises.Therefore,in order to alleviate the negative impact of the policy,local governments can establish fiscal and tax subsidy programs,provide innovation compensation to enterprises,constantly improve supporting laws and regulations,strengthen supervision over law enforcement personnel,and ensure the effectiveness of policy implementation.This dissertation is the first to systematically investigate the impact of the local policy of river chief system from the micro perspective of enterprise productivity.It not only provides micro evidence for the further promotion and improvement of the river chief system policy,but also reveals the economic effects of environmental decentralization policies at the micro enterprise level to a certain extent.更多还原
