【摘要】 我国社区治理的探索过程主要经历了三个阶段:“行政主导”阶段、“社区自治”阶段和“多元共治”阶段。从社区治理中居民参与来看,政府让渡空间的有限以及社区公共性弱,导致居民参与社区治理的意愿和动力不足。参与的内容往往也是浮于表面,以文体活动类的参与为主,对于涉及社区发展和社区治理的公共议题参与不足。本文以成都市J区社区治理路径为研究内容,以阿恩斯坦的参与阶梯理论为分析框架,探讨居民参与社区治理的困境及其产生原因,立足于J区社区治理探索的实务过程,建立社会工作介入居民参与社区治理干预机制。本文发现,成都市J区居民参与面临着居民参与渠道不畅通,参与主体结构单一,参与内容趋同以及参与资源缺乏的困境,导致居民参与程度处于表面参与阶段。经研究发现,导致J区出现居民参与社区治理困境的原因有政府的宏观规划和绩效压力影响下的基层政府的价值取向影响了居民参与渠道;居民主体的能力水平、年龄结构以及参与效能导致居民参与结构单一;社会组织的介入质量影响居民与社区之间的互动关系以及资源支持力度,进而影响居民参与社区治理的可持续性。基于此,J区创新开展社区提案机制、培育治理主体、营造治理项目、创建治理空间,畅通了居民参与社区治理的渠道,优化居民参与社区治理结构,盘活社区资源,实现社区治理。更多还原

【Abstract】 The exploration process of community governance in my country has mainly experienced three stages: the "administrative leading" stage,the "community autonomy" stage and the "multiple co-governance" stage.From the perspective of residents’ participation in community governance,the limited space for government transfer and the weak publicity of communities have led to insufficient willingness and motivation for residents to participate in community governance.The content of participation is often superficial,mainly in cultural and sports activities,and insufficient participation in public issues involving community development and community governance.This article takes the path of community governance in J district of Chengdu as the research content,and uses Arnstein’s participation ladder theory as the analytical framework to explore the plight of residents participating in community governance and its causes.Based on the practical process of community governance exploration in J district,the establishment of a society Work involved residents to participate in the community governance intervention mechanism.This paper finds that the residents of J district of Chengdu face the difficulties of resident participation channels,a single structure of participants,the convergence of participation content,and the lack of participation resources,resulting in residents’ participation in the superficial participation stage.Research has found that the reasons for the dilemma of residents participating in community governance in J district are that the government’s macro planning and the value orientation of the grassroots government under the influence of performance pressure affect the residents’ participation channels;the ability level,age structure and participation effectiveness of the residents Participation structure has an impact;the quality of social organization’s involvement affects the interaction between residents and the community and the strength of resource support affects the sustainability of residents’ participation in community governance.Based on the times,J district innovatively develops community proposal mechanisms,cultivates governance entities,creates governance projects,and creates governance spaces,unblocking the channels for residents to participate in community governance,optimizing residents’ participation in community governance structure,revitalizing community resources,and realizing community governance.更多还原
