【摘要】 建设多方主体参与的基层治理共同体,群众参与是重点,引导群众融入是难点。新时代文明实践所作为新时代文明实践落实在基层的前沿阵地,承担着宣传群众、教育群众、关心群众、服务群众“最后一公里”的任务。通过新时代文明实践所的建设可以改进基层治理方式,促进治理主体由政府主导向多方参与转变,实现群众参与建设、群众参与治理、群众共享治理成果。因此,开展基层治理视域中的J市G镇新时代文明实践所建设研究,找出新时代文明实践所建设中存在的问题、分析问题存在的原因并从顺应基层治理的新要求提出解决措施,进一步推进新时代文明实践所建设,实现基层的有效治理,进而对我国基层治理以及新时代文明实践所建设工作有着强烈的理论和实践意义。文章以J市G镇新时代文明实践所建设为研究对象,运用文献法、访谈法、问卷调查法、案例研究法,分析总结G镇推进新时代文明实践所建设主要做法及成效主要有:凝聚力提升,群众精神文化需求得到满足,助力推动了移风易俗。进而发现其基层治理功能主要有:为基层治理提供思想保证、智力支持、把“德治”嵌入基层社会治理、提升了群众参与基层治理的主动性、村民自治方面有新突破。同时存在着投入资金和管理人才不足、实践活动在各村(社区)开展次数不均衡、实践活动形式与内容单一、群众作为志愿者活跃率低等问题。针对这些问题,运用治理理论以及新公共服务理论等基础理论,从尚未形成统一的思想合力、资源缺乏有效整合、文明实践所运行机制不健全、文明实践活动供需不匹配等四个方面深刻剖析了相关问题产生的原因。最后从建立完善农村新时代文明实践体系、健全资源整合机制、完善志愿服务体系、创新群众参与机制等方面提出了进一步完善G镇新时代文明实践所建设的对策建议。以期为全国其他地区通过新时代文明实践所的建设来提升基层治理效能提供有效参考。更多还原

【Abstract】 To build a community of grassroots governance with multi-stakeholder participation,mass participation is the key point,and it is difficult to guide the masses to integrate.As the practice of civilization in the new era,the Institute of Civilization Practice in the New Era is implemented at the forefront of the grassroots level,and undertakes the task of propagating the masses,educating the masses,caring for the masses,and serving the masses in the "last mile".Through the construction of civilized practices in the new era,it is possible to improve grassroots governance methods,promote the transformation of governance bodies from government-led to multi-party participation,and realize the participation of the masses in construction,the participation of the masses in governance,and the sharing of governance results by the masses.Therefore,carry out the research on the construction of the new era civilization practice in J City G Town from the perspective of grassroots governance,find out the problems in the construction of the new era civilization practice,analyze the causes of the problems,and propose solutions to comply with the new requirements of grassroots governance,To further promote the construction of civilized practice in the new era and realize effective governance at the grassroots level,which has strong theoretical and practical significance for my country’s grassroots governance and the construction of civilized practice in the new era.The article uses the literature method,interview method,questionnaire survey method,and case study method to analyze and summarize the main methods and achievements of the construction of the new era civilization practice in G town,J city as the research object:cohesion The promotion has met the spiritual and cultural needs of the masses,which has helped promote the change of customs.And then found that its primary governance functions mainly include:providing ideological guarantee and intellectual support for primary governance,embedding "rule of virtue" into primary social governance,enhancing the initiative of the masses to participate in primary governance,and making new breakthroughs in villagers’ autonomy.At the same time,there are problems such as insufficient investment funds and management talents,imbalance in the number of practical activities carried out in various villages(communities),single form and content of practical activities,and low activity rate of the masses as volunteers.In response to these problems,using basic theories such as governance theory and new public service theory,we have analyzed deeply from four aspects:the unification of ideological force has not yet formed,the lack of effective integration of resources,the imperfect operating mechanism of civilized practice,and the mismatch between supply and demand of civilized practice activities.The cause of the related problem.Finally,from the aspects of establishing and perfecting the new era civilized practice system in rural areas,perfecting the resource integration mechanism,perfecting the voluntary service system,and innovating the mass participation mechanism,the countermeasures and suggestions for further improving the construction of the new era civilized practice in G Town are put forward.It is expected to provide an effective reference for other regions of the country to improve the effectiveness of grassroots governance through the construction of the new era civilization practice.更多还原
