【摘要】 城市化发展的不断加快给政府城市管理能力带来极大的挑战,生活垃圾污染问题让垃圾分类政策的推行迫在眉睫。厦门市作为垃圾分类最早一批试点城市,其垃圾分类工作开展成效在全国历次评比都夺得第一的好成绩,但从实际结果来看,其距离理想状态还有一定差距,通过政策执行过程分析了解其中缘由,并根据结果提出相应的政策建议是本文的行文思路。作为整合性研究路径中发展而成的政策执行分析理论框架,本文选取的模糊-冲突模型具有在政策分析过程中快速确定影响政策执行关键因素的优势,能够通过对政策执行模式定位,指明关键影响因素,为后期的政策分析提供指引。因此,本文基于模糊-冲突模型对厦门市垃圾分类政策执行过程进行分析,首先是结合理论及政策实践,对模糊-冲突模型中涉及的相关概念及整体模型进行合理修正,然后将其运用于案例分析过程。在案例分析阶段,通过结合从2000年伊始至今实行的垃圾分类相关政策文件及政策执行实践,本研究提出厦门市垃圾分类政策目前正处于政治性执行模式阶段,其特征是低模糊性与高冲突性,影响该类型政策执行结果的主要因素包括权力、资源和沟通机制。以此为视角,对厦门市垃圾分类政策的执行情况作进一步分析,指出目前政策执行效果不尽如人意的原因在于权力配置不合理、资源投入无保障、沟通机制不健全。而解决以上问题的方式可以从两方面入手考虑:一方面是保持政治性执行模式,强化执法力度,保证资源投入充足性、健全监督机制以及建设横向沟通机制;另一方面可以利用政策执行模式动态变化的过程,通过扩大有酬性机制使用范围、调整部门权责的方式降低冲突性,使其从政治性执行模式转向行政性执行模式,让政策执行成为依靠资源投入便可完成的程序性活动。更多还原

【Abstract】 The continuous acceleration of urbanization has brought great challenges to the government’s urban management capabilities.The problem of domestic garbage pollution has made the implementation of garbage classification policies urgent.As the earliest batch of pilot cities for garbage classification,Xiamen has achieved the best results in the performance of waste classification in the country’s evaluations.However,from the actual results,there is still a certain gap between the ideal state and real situation.So analyze the reasons,and put forward corresponding policy recommendations based on the results are the text of this article.As a theoretical framework for policy implementation analysis developed in the integrated research path,the ambiguity-conflict model selected in this paper has the advantage of quickly determining the factors that affect policy implementation before analysis.It can identify the key impact factors by positioning the policy implementation model,provide guidance for later analysis.Therefore,this paper analyzes the implementation of Xiamen’s garbage classification policy based on the ambiguityconflict model.The relevant concepts and the overall model involved are reasonably modified in combination with theory and practice,and then it will applied to case analysis.In the stage of case analysis,by combining the policy documents and policy implementation practices of garbage classification that have been implemented since the beginning of 2000,this study proposes that Xiamen’s garbage classification policy is currently in the stage of political implementation mode,which is characterized by low ambiguity and high conflict.The main factors affecting the implementation of this type of policy include power,resources and communication mechanisms.From this perspective,further analysis of the implementation of Xiamen’s garbage classification policy was made,and it was pointed out that the reasons for the current unsatisfactory result were unreasonable power allocation,insecure resource input,and inadequate communication mechanisms.The way to solve above problems can be considered from two aspects:on the one hand,to maintain a political implementation model,strengthen law enforcement,ensure the adequacy of resource input,improve the monitoring mechanism,and build a horizontal communication mechanism;on the other hand,you can use the policy implementation model,to reducing conflicts by expanding the scope of the use of paid mechanisms and adjusting the authority and responsibilities of departments,making it shift from a political implimentation mode to an administrative implementation mode,and making policy implementation a procedural activity that can be completed by resource input.更多还原
