【摘要】 党和国家高度重视基层发展工作,从十九大起宣告实施乡村振兴战略,把改善基层农村生活环境、增加农民可支配收入当作是党和国家的头等大事。统一战线作为党的事业发展重要力量,而统战部作为乡村振兴政策的职能执行部门,在引领基层统战力量中起到关键作用,统战部如何引领带动基层政府和基层统一战线发挥自身应有的职能,是提高统一战线助推乡村振兴质效的难点和热点。由于统一战线助推乡村振兴的理论研究较少,涉及基层统战助推乡村振兴的理论研究更少,我国乡村振兴工作中一些统一战线的实践困境亟待解决。目前,统一战线在助推乡村振兴过程中,主要在相关政策的实施与落实、基层统战资源配置、民主党派民主监督等方面存在一些问题。部分问题已成为影响基层政府公共服务和公共治理持续稳定推进的重要因素,必须对基层统一战线助推乡村振兴战略过程中出现的这些问题加以解决,从而凝聚基层统战力量和提升基层统战工作水平,保障基层统战政策落到实处。本文主要运用了案例分析、文献研究等研究方法,再结合管理学等相关学科知识,通过大量的文献梳理,搜集整理国内外关于统一战线助推乡村振兴相关领域的研究情况,以共同富裕理论、公共政策过程执行理论、史密斯模型理论等作为理论基础,通过对中江县统一战线助推乡村振兴进展进行实地调研及座谈访问,了解中江县各民主党派、统战团体、民族宗教界人士等统战对象对中江统一战线助推乡村振兴过程中的思想认识、内容和现有统战帮扶项目效果的评价与建议,通过对调查结果的分析,总结出影响中江统一战线助推乡村振兴成效的因素;并结合国内先进、成功经验等,针对性提出中江县统一战线助推乡村振兴的对策和思路,围绕中江县乡村振兴的重点和难点,创新统战助力模式,助力乡村产业、人才、文化、生态、组织等方面的“五大振兴”,积极统筹协调中江县统一战线的社会力量和整合基层统战资源,为中江县的乡村振兴贡献统战力量。本文重点研究当前阶段中江县统一战线助推乡村振兴过程中存在的问题,以史密斯理论模型作为分析基础,结合走访调研,深挖问题根源,主要体现在政策执行偏差未达既定目标、执行机构缺位未发挥实际作用、目标群体配合度参与度不高、政策执行环境不协调缺乏影响力等方面。通过借鉴学习国内先进经验,本文提出了如下措施提升基层统战助推乡村振兴成效:深化理想化政策制度建设、优化执行机构建设、提升目标群体能力和营造良好的政策环境。希望通过本文的研究引起社会各界对基层统一战线助推乡村振兴过程的高度重视,促使我国基层统战政策制度的不断优化完善;也希望有助于中江县统一战线在今后的乡村振兴中,可以有效规避相关问题的产生,减少处理此类问题的麻烦,提升中江统战的影响力和工作效率。更多还原

【Abstract】 Our party and the state attach great importance to grass-roots development.Since the 19th National Congress,the party and the state have announced the implementation of the Rural Revitalization Strategy,and regard improving the grass-roots rural living environment and increasing farmers’ disposable income as the top priority of the party and the state.The United Front is an important force for the development of the party’s cause,and the United Front Department,as the functional executive department of the Rural Revitalization policy,plays a key role in leading the grass-roots united front forces.How the United Front Department leads and drives the grass-roots government and the grass-roots united front to play their due functions is the difficulty and hot spot to improve the quality and efficiency of the United Front in promoting rural revitalization.Because there is less theoretical research on the United Front Promoting Rural Revitalization and less theoretical research involving the grass-roots united front promoting rural revitalization,some practical difficulties of the United Front in China’s Rural Revitalization need to be solved urgently.At present,in the process of promoting rural revitalization,the United Front mainly has some problems in the implementation and implementation of relevant policies,the allocation of grass-roots united front resources,democratic supervision of democratic parties and so on.Some problems have become important factors affecting the sustained and stable promotion of public services and public governance of grass-roots governments.These problems in the process of grass-roots united front Promoting Rural Revitalization strategy must be solved,so as to condense grass-roots united front forces and improve the level of grass-roots united front work,and ensure the implementation of grass-roots United front policies.This paper mainly uses case analysis,literature research and other research methods.Combined with the knowledge of management and other related disciplines,through a large number of literature research,this paper collects and sorts out the research situation in the relevant fields of United Front Promoting Rural Revitalization at home and abroad,and takes the common prosperity theory,public policy process implementation theory,Smith Model Theory and so on as the theoretical basis,Through on-the-spot investigation and discussion visit on the progress of Zhongjiang County United Front in promoting rural revitalization,understand the ideological understanding,content and evaluation and suggestions of various democratic parties,united front groups,ethnic and religious circles and other United Front objects in Zhongjiang County on the effect of Zhongjiang United Front in promoting rural revitalization,and through the analysis of the survey results,Sort out the factors affecting the effectiveness of Zhongjiang United Front in promoting rural revitalization;Combined with domestic advanced and successful experience,it puts forward the countermeasures and ideas of Zhongjiang County United Front to promote rural revitalization,innovates the United Front assistance mode around the key and difficult points of Zhongjiang County Rural Revitalization,and helps the "five revitalization" of rural industry,talent,culture,ecology and organization,Actively coordinate the social forces of the United Front in Zhongjiang County and integrate grass-roots united front resources to contribute to the Rural Revitalization of Zhongjiang County.This paper focuses on the problems existing in the process of Zhongjiang County United Front Promoting Rural Revitalization at the current stage.Taking Smith’s theoretical model as the analysis basis,combined with visit and investigation,this paper explores the root causes of the problems,which are mainly reflected in the unscientific policy itself,the relative lag of implementation agencies,the low participation of target groups,and the uncoordinated policy implementation environment.By learning from domestic advanced experience,this paper puts forward the following measures to improve the effectiveness of grass-roots United Front in Promoting Rural Revitalization:Deepening the construction of idealized policy system,optimizing the construction of executive institutions,improving the ability of target groups and creating a good policy environment.It is hoped that through the research of this paper,all sectors of society will attach great importance to the process of grass-roots united front promoting rural revitalization,and promote the continuous optimization and improvement of China’s grass-roots united front policy system;It is also hoped to help Zhongjiang County United Front effectively avoid relevant problems,reduce the trouble of dealing with such problems,and improve the influence and work efficiency of Zhongjiang United Front in the future rural revitalization.更多还原
