【摘要】 近些年来,随着中国社会治理体制改革逐步深入,如何实现更优的社会治理效果,是党和国家以及学术界共同关心的话题。这样的时代背景,为社会组织发展创造了更大的发展空间与更丰富的可能性。社会组织是政府和市场以外的“第三部门”,可以凭借其自身优势,在市场失灵和政府失灵出现时,在社会治理领域发挥“拾遗补缺”的作用。志愿服务组织是社会组织中较为活跃的一种,也是我国自中央到地方乐于倡导和培育的社会组织存在形式。在党和政府的支持和引导下,全国各地志愿服务组织普遍得到长足的发展。在多次大型赛会、自然灾害和突发公共卫生事件中,志愿服务组织展现出突出的灵活性、优秀的组织能力和唤起人性温情一面的独特感召力。志愿服务组织中还有相当一部分是独立于政府,由爱心人士自发组建的民间志愿服务组织。这部分组织,与政府部门牵头组建的志愿服务组织相比,更渴望得到社会认可和支持,也是更适合参与社会治理的纯粹的“第三部门”。在广义政府的现实背景下,这部分民间志愿服务组织相对缺乏社会关注和政府支持,其发展面临复杂的困境。现有关于志愿服务组织的研究,多集中在志愿服务组织发展趋势、组织架构、能力建设和民间志愿服务组织与政府的互动关系方面,对民间志愿服务组织得到的政府支持、支持政策的成效方面研究相对较少。深入分析地方政府支持民间志愿服务组织发展面临的困境及成因,探索如何调整对民间志愿服务组织的政府支持策略以便实现更优的社会治理效果,具有多方面的积极意义。民间志愿服务组织的发展离不开党和政府的支持,本研究从梅河口市从党政机关内部志愿服务管理工作实践的视角出发,运用实地访谈和问卷调查方法对民间志愿服务组织遭遇的困境深入研究,将治理理论和第三方管理理论应用于政府支持民间志愿服务组织发展的策略分析中,提出改善政府支持民间志愿服务组织发展的对策建议。本研究选取的梅河口市是吉林省具有地市级经济社会管理权限的县级市,县域经济多年领跑省内,先后获得全国文明城市等殊荣,具备志愿服务发展的坚实基础。对梅河口市支持民间志愿服务组织发展情况的深入研究,对东北区域城市具有一定参考作用,对促进民间志愿服务组织与党政机关建立良性互动,进一步参与社会治理提供更多学术参考。更多还原

【Abstract】 In recent years,with the gradual deepening of China’s social governance system reform,how to achieve better social governance effect is a topic of common concern of the party,the state and academia.This background has created greater development space and richer possibilities for the development of social organizations.Social organizations are the "third sector" outside the government and the market.Based on the possibility of market failure and government failure,social organizations have become an important role of making up deficiencies because of their own advantages.Voluntary service organization is one of the more active social organizations.It is also a form of social organization that China is willing to advocate and cultivate from the central to the local.With the support and guidance of the government,voluntary service organizations across the country have generally made considerable progress.In many large-scale competitions,natural disasters and public health emergencies,voluntary service organizations have shown outstanding flexibility,excellent organizational ability and unique appeal to arouse the warmth of human nature.Among the voluntary service organizations,a considerable part are non-governmental voluntary service organizations spontaneously established by caring people independent of government organs.Compared with voluntary service organizations led by government departments,they are more eager to get social recognition and support,and are also a pure "third sector" more suitable to participate in social governance.However,in reality,these non-governmental voluntary service organizations are relatively lack of social attention and government support,and their development is facing complex difficulties.The existing research on voluntary service organizations mostly focuses on the development trend,organizational structure,capacity-building and the interactive relationship between non-governmental voluntary service organizations and the government,while there is relatively little research on the effectiveness of government support and support policies received by non-governmental voluntary service organizations.It is of positive significance to deeply analyze the difficulties and causes faced by local governments in supporting the development of non-governmental voluntary service organizations,and explore how to adjust the government support strategies for non-governmental voluntary service organizations,so as to promote non-governmental voluntary service organizations to obtain greater development space.From the perspective of the practice of voluntary service management within the party and government organs in Meihekou City,this study makes an in-depth study on the difficulties encountered by non-governmental voluntary service organizations by using the methods of field interview and questionnaire survey,applies the governance theory and third-party management theory to the strategic analysis of the government’s support for the development of non-governmental voluntary service organizations,and puts forward countermeasures and suggestions to improve the government’s support for the development of non-governmental voluntary service organizations.Meihekou city selected in this study is a county-level city with prefecture level economic and social management authority in Jilin Province.The county economy has led the province for many years,and has won awards such as national civilized city,which has a solid foundation for the development of voluntary service.The in-depth study on the development of supporting non-governmental voluntary service organizations in Meihekou city has a certain reference role for cities in the northeast region,and provides more academic reference for promoting the benign interaction between non-governmental voluntary service organizations and party and government organs and further participating in social governance.更多还原
