【摘要】 随着国内经济不断发展,商业资本大量涌入体育竞赛业,各种大型体育竞技赛事在全国各大城市欣欣向荣,使得近年来参与人数大量增加,随之而来的运动员伤病问题也变得越发突出,运动员伤残保障也不断成为众多学者的研究热点。本文以福建省优秀运动员的伤残保障情况为研究对象,运用文献资料法、专家访谈法、问卷调查法、综合归纳法、数量统计法等研究方法,对福建省体育局直属十二个运动管理中心的在役优秀运动员伤残情况进行统计分析,根据项目、地域和空间等进行具体数据的分析,并对伤残医疗保障实施状况进行深入调研。从项目来看,乒乓球的受伤率最高,高达87.50%;紧接着为击剑、举重、摔跤和跆拳道。皮划艇、赛艇运动员的损伤部位数最多,损伤部位集中在腰椎、肩、膝及脚腕等关节上,其次是排球运动员。大部分运动员的伤残情况是在训练场上发生的,有407人次,占全体调查总数的73.73%。在比赛场上发生伤残情况的有96人次,占17.36%。通过研究还发现运动员医疗保障主要包括:基础性保障和补充性保障,基础性保障包括医疗保险和工伤保险,补充性保障包括:(1)伤残互助保险(2)特困伤病补助(3)重大伤残医疗补助(4)关怀基金。从而发现福建省伤残医疗保障存在的问题有以下几点:(1)运动员伤残保障政策不够完善。(2)伤残医疗保障资金主要来源较为单一。(3)工伤保险实施状况不够理想。(4)运动员伤残保障类型不够丰富。(5)伤残预防和伤残康复不够重视。本研究从保障制度、科学训练、商业保险等几方面进行分析,并根据调研情况提出以下几点建议:(1)提高保障水平,完善保障制度。(2)多渠道注入伤残医疗保障资金。(3)探索开展补充工伤保险试点。(4)引入商业保险机制。(5)提高运动队伤病医疗的条件和水平。更多还原

【Abstract】 As the domestic economy continues to develop,a large number of commercial capital has poured into the sports competition industry,and various large-scale sports competitions are flourishing in major cities across the country,which had caused a large increase in the number of participants in recent years,the problem of Athlete’s injury and disease has become more and more prominent,and the Athlete’s disability insurance has become the research focus of many scholars.This article takes the Fujian Province Outstanding Athlete’s disability security situation as the research object,uses the literature material method,the expert interview method,the questionnaire survey method,the synthesis induction method,the quantity statistics method and other research methods,to make a statistical analysis of the disability of the outstanding athletes in service in the 12 sports management centers directly under the Fujian Provincial Sports Bureau,and to analyze the concrete data according to the items,regions and spaces,etc.,and to carry on the thorough investigation and research to the Disabled Medical Security Implementation Situation.In terms of events,table tennis has the highest disability rate at 87.50%,followed by fencing,weightlifting,wrestling and kickboxing.Canoeists and rowers had the most injuries,with the most injuries concentrated on the lumbar vertebrae,shoulders,knees and ankles,followed by volleyball players.The majority of the athletes’ disabilities occurred on the training ground,with 407 disability cases,accounting for 73.73% of the total survey.96 persons(17.36%)were disabled in the competition.On the whole,the disability rate ranked as acute injury >Chronic Injury >acute to Chronic Injury >obsolete plus acute injury.The study also found that athletes’ medical security mainly includes: basic security and supplementary security.The basic security includes medical insurance and industrial injury insurance.And the supplementary protection includes:(1)Disability Mutual Insurance(2)special hardship allowance(3)Major Disability Medical Allowance(4)Care Fund.Thus found that the Fujian Province disability medical security problems have the following points:(1)athletes disability security policy is not perfect.(2)the main source of Disability Medical Security Fund is relatively single.(3)the implementation of industrial injury insurance is not ideal.(4)there are not enough types of disability insurance for athletes.(5)insufficient attention to disability prevention and rehabilitation.This study analyzes the security system,scientific training and commercial insurance,and puts forward the following suggestions based on the study situation:(1)improve the security level and perfect the security system.(2)multi-channel injection of Disabled Medical Security Funds.(3)to explore pilot projects for supplementary work-related injury insurance.(4)introduce a commercial insurance mechanism.(5)improve the conditions and level of medical treatment for injuries and diseases in sports teams.更多还原
