【摘要】 基于肥西县空间规划已经编制完成、国土空间规划已经全面推进、国土空间规划可资借鉴空间规划成果的研究背景,确定肥西县为实证研究对象。首先,通过国内外关于空间规划和国土空间规划研究进展分析的基础上,得出了相关启示,找出了研究的切入点;其次,在对空间规划和国土空间规划相关理论与编制技术研究的基础上,通过收集资料、问卷调查和实地调研等多渠道获取肥西县空间规划编制的前期研究成果和相关数据等信息资料;第三,运用层次分析法,分析了肥西县空间规划的核心因素及其对空间规划影响的重要性程度,为编制国土空间规划过程中的前期研究工作提供借鉴;第四,利用层次分析成果,对肥西县空间规划进行实证研究,重点阐述了肥西县空间规划中的“三区(农业空间、城镇空间和生态空间)”“三线(基本农田保护红线、城镇发展边界和生态保护红线)”和土地用途管制等规划的成果内容,并将之与国土空间规划的成果需求进行比对,得出编制国土空间规划要充分应用于借鉴空间规划成果的结论,提出了技术路线可资借鉴、专题研究成果在深化的基础上直接引用、“三条红线”在微调的基础上直接套用、数据库成果在更新的基础上充实应用和规划实施保障措施在完善的基础持续应用的新论断;最后得出的结论是,国土空间规划编制要充分利用已有的规划成果,尤其是空间规划成果,不仅可节约大量的人力、物力、财力和时间,更重要的是推进了“多规合一”的进程,保障了规划的持续性。更多还原

【Abstract】 Based on the research background that the spatial planning of Feixi County has been completed,the land and space planning has been fully promoted,and the results of the land and space planning can be used for reference,Feixi County is determined as the object of empirical research.Firstly,based on the analysis of research progress on spatial planning and territorial and spatial planning at home and abroad,relevant enlightenments were obtained and the research entry point was found;On this basis,through multiple channels such as data collection,questionnaire surveys,and field investigations,information and materials such as the preliminary research results and related data of the spatial planning of Feixi County were obtained;third,the core of the spatial planning of Feixi County was analyzed using the analytic hierarchy process The importance of factors and their influence on spatial planning provides reference for the preliminary research work in the process of compiling territorial and spatial planning;Fourth,using the results of analytic hierarchy process to conduct empirical research on the spatial planning of Feixi County,focusing on the "three areas(agricultural space,urban space and ecological space)" and "three lines(basic farmland protection red line,Urban development boundary and ecological protection red line)” and land use control and other planning results,and compared them with the results requirements of land and space planning,and concluded that the preparation of land and space planning should be fully used for reference to the results of space planning.It is proposed that the technical route can be used for reference,the special research results can be directly cited on the basis of deepening,the "three red lines" are directly applied on the basis of fine-tuning,the database results are enriched on the basis of updating,and the implementation of guarantee measures is planned and implemented on a sound basis.New conclusions applied;the final conclusion is that the preparation of territorial and spatial planning should make full use of existing planning results,especially spatial planning results,which can not only save a lot of manpower,material resources,financial resources and time,but more importantly,advance The process of "multiple regulations in one" ensures the continuity of planning.更多还原
