滨城区政府绩效评估问题研究

【摘要】 早在上世纪,政府的绩效评估及公关管理运动便得到了大力推行发展。美国的市政绩效评估被公认为是最早实行绩效评估的办法,紧随其后是英国“雷纳评估”的推行。伴随社会步伐的不断前行,截至上世纪80年代末,政府绩效评估已日趋成熟,并成为公共管理中不可或缺的重要构成部分。当今社会是互联网与知识高速发展的社会,随着科学技术的不断发展,政府绩效评估与公共管理均迎来了新的改革契机。政府的绩效评估能够针对政府的执政及行政能力做出准确判定,能够最大程度上发挥出政府的公共管理能力。本文旨在以激励理论、目标管理理论、新公共服务理论为依据,通过利用统计分析及实地调查等形式,结合滨城区实施政府绩效评估的相关资料,研究滨城区的政府绩效评估,进而对于滨城区政府绩效所做出的改进以及其特色与亮点做出展示。研究发现,滨城区现阶段下的政府绩效评估尚存在诸多缺陷,通过对此深入剖析,基于诸多缺陷的成因,对于政府绩效评估建设的原则做出了明确,与此同时对于评估全过程提出合理化改进建议,藉此来实现资源的有效整合、服务质量提升等目的,夯实政府绩效评估体系相关理论。就目前的政府绩效评估而言,相对较为复杂,不仅有着提升服务质量、转变政府职能等背景,又涉及多个政府及其管理体制,本文对此并未能够深入研究。当前我国正处于深化改革的关键时期,在这一特殊时代背景下,针对现存政府绩效评估中的缺陷及不足应尽可能用联系与运动的角度去衡量,同时进一步深入探索。
【Abstract】 Back in the last century,the public management movement has been promoted on a large scale,and the government’s performance evaluation practice has also been promoted on a large scale.The earliest government performance evaluation method originated from the municipal performance evaluation in the United States,followed by the famous "Reina Evaluation" in the United Kingdom.With the development of the times and the progress of society,by the late 1980 s,government performance evaluation has developed into an important banner in the public management movement,and it has developed rapidly in various western countries.In this modern society,knowledge economy and the Internet have become the mainstream of world development,which will bring new development models to current public management and government performance management and evaluation.For the government,performance evaluation has a very significant judgment on its administrative level and governing ability,and it can also help improve its ability.Based on the new public service theory,target management theory,and incentive theory,this article takes the economic development of Bincheng District and the basic data of government performance evaluation as clues,and comprehensively uses field investigation and research,statistical analysis and other methods to evaluate the performance of Bincheng District government.The objective empirical analysis shows the useful explorations and attempts of Bincheng District in government performance evaluation,and highlights the highlights and characteristics of Bincheng District government performance evaluation.After practical analysis,it focused on the existing problems in the performance evaluation of the Bincheng District government,and analyzed the reasons for the problems.Aiming at these problems and reasons in the performance evaluation of the Bincheng District government,the principles of the performance evaluation of the Bincheng District government were clarified.It also puts forward constructive countermeasures and suggestions from before,during and after the evaluation,in order to achieve the ultimate goal of stimulating the enthusiasm of government officials,optimizing the allocation of public resources,and improving the ability to serve the society and the public.It is also a theory for government performance evaluation research.The system provides beneficial supplements.However,it should be noted that government performance evaluation is a complex systemic problem with a profound background in the transformation of government functions and the improvement of service quality.At the same time,the government management system and multiple government departments are involved in practice.This article is just a Simple attempt.In addition,we are currently at a critical transition period in which the reform undertaking is deepened.How to deal with such a special historical period and to solve the problems existing in the current government performance evaluation with the vision of movement and connection requires more in-depth and comprehensive thinking..
