【摘要】 随着我国经济发展迈入新的阶段,营商环境建设逐渐成为改革关注的焦点,营商环境评价及其效应研究也逐渐受到重视。民营经济一直以来都是浙江省优势所在。从实践层面上看,民营经济发展与当地营商环境紧密相关,营商环境的优化能够为民营经济发展注入新动力。因此,如何对营商环境展开科学的评价,有针对性地提出浙江省营商环境优化对策,有效促进民营经济发展是一个值得研究的问题。本文首先从主流营商环境评价指标体系、营商环境评价实践方法及营商环境对民营经济发展的影响三个方面,系统地梳理了国内外相关研究文献并进行了评述;其次,结合营商环境现有研究及浙江省营商环境与民营经济发展现状,对营商环境及民营经济进行概念界定;然后,构建了浙江省地级城市营商环境评价指标体系,运用层次分析法和熵权法确定主观权重、客观权重,运用离差最大化法计算组合权重;进而,利用组合权重计算浙江省11个地级城市营商环境得分,比较分析11个地级城市的营商环境及子环境;最后,基于营商环境指数的测算结果,构建空间面板模型,采用时空双固定下的空间杜宾模型,实证检验营商环境对民营经济发展的影响;基于以上实证研究结论,提出营商环境建设及促进民营经济发展的相关建议。通过以上研究,本文得出以下结论:一是对营商总体环境而言,从空间维度上看,浙江省11个地级城市间的营商环境水平存在差距,经济发展水平相对较高的杭州市、宁波市、温州市排名前三;从时间维度上看,浙江省11地级城市营商环境整体呈上升态势,营商环境整体上有明显改善。二是对营商环境子环境而言,市场环境、基础设施环境与创新环境3个子环境的改善对营商环境的提升作用较大。三是本地区良好的营商环境对本地区民营经济发展呈显著的正向影响,邻近地区的营商环境水平的提升将会抑制本地区民营经济的发展。最后,基于研究结论,本文提出了相应的政策建议,并对未来研究进行了展望。更多还原

【Abstract】 With China’s economic enters a new progression stage,business environment construction plays a major role in the reform.The business environment evaluation and effect research become the focus of the research.Non-government Economy has always been the advantage of Zhejiang province.In practice,the development of non-government economy is closely related to the local business environment.The optimization of business environment can inject new power into the development of non-government economy.Therefore,evaluating the business environment,putting forward the countermeasures to optimize the business environment,and promoting the development of private economy is a problem worth discussing.Firstly,this paper systematically combs and comments on the relevant literature at home and abroad from three aspects: the mainstream business environment evaluation index system,the practical methods of business environment evaluation and the impact of business environment on the development of private economy;Secondly,combined with the existing research on business environment and the current situation of business environment in Zhejiang Province,this paper defines the concept of business environment and private economy;Then,the evaluation index system of business environment of prefecture level cities in Zhejiang Province is constructed,the subjective weight and objective weight are determined by analytic hierarchy process and entropy weight method,and the combined weight is calculated by deviation maximization method;Then,the business environment scores of 11 prefecture level cities in Zhejiang Province are calculated by using the combination weight,and the business environment and sub environment of 11 prefecture level cities are compared and analyzed;Finally,based on the calculation results of business environment index,this paper constructs a spatial panel model,and uses the spatial Dobbin model under the double fixation of time and space to empirically test the impact of business environment on the development of private economy;Based on the above empirical research conclusions,this paper puts forward relevant suggestions on the construction of business environment and promoting the development of private economy.This paper has three conclusions: firstly,for the overall business environment,from the perspective of spatial dimension,there is a gap in the level of urban business environment in Zhejiang Province;and Hangzhou,Ningbo and Wenzhou,which have a relatively high level of economic development,rank among the top three;From the spatial dimension,the business environment in Zhejiang province is on the increase.Secondly,for the business environment sub environment,the market environment,infrastructure environment and innovation environment play a volue role in the business environment.Thirdly,a good business environment in the region can promote the development of the non-government economy.The improvement of the level of business environment in adjacent areas will inhibit the development of non-government economy in the region.Finally,based on the research conclusions,this paper puts forward the corresponding policy suggestions,and looks forward to the future research.更多还原
