【摘要】 随着“以人为本、绿色发展”的理念深入人心,人们对环境、健康、安全的诉求日益强烈,成为当今社会的热点、焦点。我国为改善环境健康安全(EHS)问题,将EHS的重要性提升到政治高度、并赋予重要的战略意义,实施严格的EHS政策法规,用最为严厉的强制手段惩处EHS违法违规行为。研究推广国际上先进的ISO14001环境管理体系、ISO45001职业健康安全管理体系等标准体系,推行安全生产标准化建设等工作,敦促引导国内企业自觉遵法守法落实EHS主体责任,进行体系化科学管理。对标国家EHS法律法规、标准规范及上级主管单位的要求,G公司未形成体系化的环境管理,安全风险辨识不全、防控不足的现状与面对形势与要求存在差距。亟待构建EHS管理系统,进行规范管理,最大限度地减轻生产对环境的不利影响,保证员工的职业健康,预防事故发生,确保可持续发展。为此,本文采用调查分析、实证研究等方法,在研究EHS管理理论的基础上,综合分析了G公司面临的EHS形势,查找出EHS管理中存在的差距与不足,以问题为导向,引入ISO14001环境管理体系和风险评估分级与隐患排查治理双重预防机制,构建并实施了G公司EHS管理体系。本文研究的意义在于,从理论上论证了ISO14001环境管理体系、安全生产标准化及双重预防机制等PDCA循环改进的过程方法实施EHS管理是可行的,可被大多数企业所借鉴和应用的,为兵器工业企业EHS管理提供了参考,值得研究、探讨及运用。从实践上,构建了G公司EHS管理体系作为解决方案并进行实证,为G公司实现零事故、零伤害、绿色可持续发展提供了理论支撑和方案选择。希望能够促进G公司EHS管理的发展,推动EHS管理成效持续向好。更多还原

【Abstract】 With the concept of "people-oriented and green development" deeply rooted in the hearts of the people,people’s demands for environment,health and safety are becoming stronger and stronger,which has become the hot spot and focus of today’s society.In order to improve the environmental health and safety(EHS)problem,China has raised the importance of EHS to a political level and given important strategic significance,implemented strict EHS policies and regulations,and punished EHS violations with the most severe coercive means.Study and promote the international advanced ISO14001 environmental management system,ISO45001 occupational health and safety management system and other standard systems,promote the construction of safety production standardization,urge and guide domestic enterprises to consciously abide by the law,implement the main responsibility of EHS,and carry out systematic and scientific management.Therefore,based on the study of EHS management theory,this thesis comprehensively analyzes the EHS situation faced by G company,finds out the gaps and deficiencies in EHS management,takes the problem as the guidance,introduces ISO14001 environmental management system and the dual prevention mechanism of risk assessment and classification and hidden danger troubleshooting and governance,and constructs and implements the EHS management system of G company.The significance of this thesis is to theoretically demonstrate that PDCA cycle improvement process methods such as ISO14001 environmental management system,safety production standardization and double prevention mechanism are feasible to implement EHS management,which can be used for reference and applied by most enterprises,and provide a reference for EHS management of ordnance industry enterprises,which is worthy of research,discussion and application.In practice,the EHS management system of G company is constructed as the solution and demonstrated,which provides theoretical support and scheme choice for G company to realize zero accident,zero injury and green sustainable development.It is hoped to promote the development of EHS management of G company and promote the continuous improvement of EHS management effectiveness更多还原
