【摘要】 2020年12月,中共中央发布《中国共产党统一战线工作条例》将民主党派职能完善为“参政议政、民主监督,参加中国共产党领导的政治协商”。民主党派作为中国特色社会主义参政党,参政议政的过程实质上就是参与公共事务管理的过程,对我国政治、经济、社会发展起到了积极的促进作用,是我国推动社会主义现代化建设的重要组成部分。在社会改革的不断深化、现代化治理持续推动的进程中,民主党派在履行参政议政职能时也出现了一些问题。本研究对民进成都市委会履行参政议政职能时存在的问题及原因进行分析,以期找到提高参政议政履职能力的对策与建议,提升参与公共事务水平,具有一定的理论和实践意义。本研究从民主党派履行参政议政职能出发,基于多元主体协同治理理论、目标管理理论、政治协商理论开展研究。首先查阅、收集、整理国内外相关文献资料,对民主党派履行参政议政职能的核心概念进行界定。其次以民进成都市委会五年来参政议政履职数据为基础,综合运用文献分析法、访谈法,总结出民进成都市委会在参政议政履职过程中存在民主协商利用不充分、党政部门之间多元共治共建的理念不深入和参政议政的效果不明显等三个问题。最后通过对民进成都市委会的上级部门、基层组织和具有代表性的会员深度访谈,分析整理出导致上述问题的原因有主动参与民主协商的意识薄弱、政府职能部门与党派机关协同治理体系不完善、针对民主党派目标考核机制不健全等。通过对民进成都市委会在履行参政议政职能、参与公共管理中存在的问题和成因进行研究,本文得出以下启示:一是从习近平总书记新时代参政党思想出发,加强思想政治建设,发挥基层组织作用,从自身角度提高参政议政的水平;二是基于多元化治理理论的研究,做好民主党派内外部的横向纵向交流,加强与党政部门的沟通,发挥民主党派参与公共管理的作用;三是基于目标考核理论的研究,完善民主党派机关、基层组织、会员的考核体系,同时建立地方党政部门针对民主党派工作的考核方案;四是从民主协商的角度进行分析,要充分利用好现有协商渠道,重点发挥好基层协商和社区协商作用,使广大民主党派成员都能积极履行参政议政职能,促进政府公共事务管理水平提高,推动国家治理现代化建设。更多还原

【Abstract】 In December 2020,the CPC(the Communist Party of China)Central Committee(CPC)issued the Regulations on the United Front Work of CPC,which refined the functions of democratic parties as “participation in the deliberation and administration of state affairs,democratic supervision and political consultation under the leadership of the CPC”.And the process of participation in the deliberation and administration of State affairs actually equals to the process of participation in the public administration.As participatory parties of socialism with Chinese characteristics,democratic parties have played positive roles in promoting China’s political,economic and social development,and are important parts of China’s socialist modernization drive.In the process of deepening social reform and promoting modern governance,some problems were also exposed when democratic parties performed their functions of participating in the deliberation and administration of state affairs.This thesis analyzes the problems and concerning causes of which Chengdu Municipal Committee of the China Association for the Promotion of Democracy performs its functions,with a view to finding countermeasures and suggestions to improve the ability to participate in the deliberation and administration of state affairs,enhancing the level of participation in public affairs,which has certain theoretical and practical significance.This thesis conducts a research on democratic parties’ duties of participation in the deliberation and administration of state affairs based on three theories including the theory of collaborative governance of multiple subjects,the theory of goal management,and the theory of political consultation.Firstly,this thesis refers to related domestic and foreign literature,sorts out materials concerning democratic parties performing their duties,and defines relevant core concepts.Secondly,it collects materials concerning the fulfillment of political participation and deliberation of the Chengdu Municipal Committee of China Association for the Promotion of Democracy in the past five years.Based on the materials collected and by adopting methods of literature analysis and interview,the thesis concludes three problems exist when the Chengdu Municipal Committee of the National Association for the Promotion of Democracy performs its functions of participation in the deliberation and administration of State affairs:underutilized channels of democratic consultation,shallow thinking of diversified and mutual governance among Party and government departments,and inapparent effect of political participation and deliberation.Lastly,by conducting an in-depth interview with the upper department of Chengdu Municipal Committee of China Association for the Promotion of Democracy,its grass-root groups and representatives,the author finds the main reasons for problems mentioned above are: the weak awareness to participate in democratic consultation,the flawed cooperative governance system between government departments and party organs,and the ineffective practice of the assessment mechanism for the democratic parties.By analyzing democratic parties’ duties of participation in the deliberation and administration of State affairs,and the underlying problems and causes in the participation in public administration,this thesis finds that: firstly,democratic parties should learn Xi Jinping’s Thoughts on Participatory Parties for a new era,strengthen the political awareness,encourage grass-root groups to play their parts,and improve their own ability to participate in the deliberation and administration of state affairs;secondly,based on the theory of collaborative governance of multiple subjects,different democratic parties should make more communications with each other,horizontally and vertically,and play a bigger part in public administration;thirdly,based on the theory of target assessment,the assessment system for democratic party bodies,grassroots groups and members should be improved,and the assessment programs for democratic parties should be established;fourthly,as for democratic consultation,the existing consultation channels should be exploited to the full,and consultations at the grassroots and community level should be given a priority.With these done,democratic parties all can have the opportunity to play their parts in participating in the deliberation and administration of state affairs,and improve their ability,so as to promote the modernization of national governance.更多还原
