哈尔滨市呼兰区社区网格化管理的问题及对策研究

【摘要】 网格化管理作为一种全新、高效的管理模式,被越来越多的城市、乡村以及部门所认同并引入各自的管理服务体系中。它以现代化信息手段为依托,能够打破行政边界、整合资源、提高效率,能够承担人口结构复杂、人口规模越来越大带来的复杂基层管理问题。网格化管理在实践中逐渐成熟,吸收了无缝隙政府、协同治理、精细化管理等公共管理理论,逐步形成了可称之为网格化管理的理论。现阶段在推进国家治理体系和治理能力现代化的大背景下基层治理中,实行网格化管理模式的意义已经不再是增加一级更小的管理单元,而是对基层治理方式乃至社会管理方式的重构。哈尔滨市呼兰区正是在这样的大背景下开始建设网格化管理,通过基础网格的建立,网格人员的配备,明确各项职责,呼兰区的网格化管理初见成效,在社区日常管理、党建、应急管理等方面成效明显。但由于建设时间较短,呼兰区尚未建成统一信息平台,网格化管理未能全面展示出其突破条块分割、形成闭环管理的功能。通过访谈调查发现,社区管理尚未实现网格化管理的理念转变,网格的中心调度和跨部门协同体系都尚未建成,基层管理人员对推动网格化改革信心不足、动力不强。分析原因,既有各地区普遍存在的共性问题,又有呼兰区自身发展不均衡的个性原因。呼兰区应抓住这次网格化改革的机会,在思想意识层面、管理体制层面、管理保障层面研讨改进对策。本文运用协同治理理论提出改进呼兰区社区网格化管理的相应措施,如明确网格化管理的功能与定位、社区网格组织体系再建设、加强信息技术整合与应用、强化人财物保障体系建设等措施。更多还原

【Abstract】 As a new and efficient management mode,gridding management is recognized by more and more cities,villages and departments and introduced into their own management service system.Relying on modern information means,it can break administrative boundaries,integrate resources,improve efficiency,and bear the complex grass-roots management problems caused by the complex population structure and the increasing population scale.Gridding management has gradually matured in practice,absorbed the public management theories such as seamless government,collaborative governance and fine management,and gradually formed a theory that can be called gridding management.At this stage,under the background of promoting the modernization of national governance system and governance capacity,the significance of implementing gridding management mode in grass-roots governance is no longer to add a smaller management unit,but to reconstruct the way of grass-roots governance and even social management.It is against this background that Hulan District of Harbin began to build gridding management.Through the establishment of basic grid,the allocation of grid personnel and the clarification of various responsibilities,the gridding management in Hulan District has achieved initial results,and has achieved remarkable results in community daily management,Party construction and emergency management.However,due to the short construction time,Hulan District has not yet built a unified information platform,and the gridding management has not fully demonstrated its function of breaking through the division of sections and blocks and forming closed-loop management.Through the interview survey,it is found that the concept of gridding management has not been changed in community management,the central dispatching and cross departmental coordination system of grid have not been completed,and the grass-roots managers have insufficient confidence and motivation to promote grid reform.Analyzing the reasons,there are not only common problems in various regions,but also individual reasons for the uneven development of Hulan District.Hulan District should seize the opportunity of this grid reform and discuss improvement countermeasures at the ideological level,management system level and management guarantee level.Based on the theory of collaborative governance,this paper puts forward the corresponding measures to improve the community grid management in Hulan District,such as clarifying the function and positioning of grid management,rebuilding the community grid organization system,strengthening the integration and application of information technology,strengthening the construction of human and property security system and so on.更多还原
