【摘要】 随着互联网、5G、大数据等现代科技技术的蓬勃发展,人类正在快速步入智慧社会时代,智慧社区是智慧社会在社区层面的表达和实现,是人们生活智慧化的直接表现,为智慧时代的社会治理实践提供了新的“场域”和空间。智慧社区建设依托现代化信息技术,其基础设施建设、社区人文环境、人际关系较之传统社区更为复杂和多变,传统的公共生活面临新的情况,这在客观上提出了培育公共精神的时代要求。公共精神是促进智慧社区建设和社会治理能力提高的精神力量,是实现社会和谐的重要动力。公共精神培育也是思想政治教育的重大使命,因而智慧社区建设过程中公共精神培育研究这一课题极具时代价值和意义。本文主要分为以下四个部分:第一部分是绪论。包括选题背景及意义、国内外研究综述、研究方法、研究思路、创新与不足之处。第二部分是智慧社区建设呼唤公共精神培育。公共精神是智慧社区建设的核心要义、桥梁纽带和重要目标。同时,公共精神有助于凝聚智慧社区建设的价值共识。第三部分是智慧社区建设过程中公共精神培育存在的一些问题并对此做了原因分析,问题有:顶层设计疏浅,缺乏整体性;共建意识淡薄,缺乏协同性;居民参与不足,缺乏有效性;法治建设欠缺,缺乏完善性;技术过于僵硬,缺乏价值性。究其原因,主要有:智慧社区建设中的科层化困局;智慧社区建设中的参与意识不足;智慧社区建设中的法治伦理困境;智慧社区建设中的科技支撑不足等。第四部分是在“七位一体”思想的指导下,提出智慧社区建设过程中公共精神培育的多维路径,即党建引领:智慧社区建设中公共精神培育的政治基础;协同参与:智慧社区建设中公共精神培育的重要力量;法治保障:智慧社区建设中公共精神培育的基本条件;科技支撑:智慧社区建设中公共精神培育的技术手段。更多还原

【Abstract】 With the vigorous development of modern technology such as the Internet,5G,and big data,mankind is rapidly entering the era of smart society.Smart community is the expression and realization of smart society at the community level,and is a direct manifestation of people’s wisdom in life.It is the era of wisdom.The practice of social governance provides a new"field" and space.The modern information technology based on the construction of smart communities,its infrastructure construction,community humanistic environment,and interpersonal relations are more complex and changeable than traditional communities,and traditional public life is also facing new situations,which objectively proposes to cultivate public spirit The requirements of the times.Public spirit is the spiritual force that promotes the construction of smart communities and the improvement of social governance capabilities,and is an important driving force for achieving social harmony.The cultivation of public spirit is also a major mission of ideological and political education.Therefore,the research on the cultivation of public spirit in the process of building a smart community has great value and significance of the times.This article is mainly divided into the following four parts:The first part is the introduction.Including the topic background and significance,domestic and foreign research reviews,research methods,research ideas,innovations and deficiencies.The second part is that the construction of smart communities calls for the cultivation of public spirit.Public spirit is the core essence,bridge,and important goal of the construction of smart communities.At the same time,the public spirit helps to build a consensus on the value of building a smart community.The third part is that there are some problems in the cultivation of public spirit in the process of building smart communities,and the theoretical analysis is made on them.The problems are:the top-level design is superficial and lacks integrity;the awareness of co-construction is weak and lacks synergy;the residents’ participation is insufficient and lacks effectiveness;the construction of the rule of law is lacking and lack of perfection;the technology is too rigid and lacks value.The main reasons are:the bureaucratic dilemma in the construction of smart communities;insufficient awareness of participation in the construction of smart communities;the ethical dilemma of the rule of law in the construction of smart communities;and the lack of scientific and technological support in the construction of smart communities.The fourth part is to put forward the multi-dimensional path of public spirit cultivation in the construction of smart communities under the guidance of the thought of"seven in one",that is,the leadership of party building:the political basis for the cultivation of public spirit in the construction of smart communities;collaborative participation:the construction of smart communities An important force in the cultivation of public spirit;legal guarantee:the basic conditions for the cultivation of public spirit in the construction of smart communities;technological support:technical means for the cultivation of public spirit in the construction of smart communities.更多还原
