【摘要】 2014年,习近平总书记提出了“节水优先、空间均衡、系统治理、两手发力”的新时期治水方针。节水优先,这是针对我国现阶段实际的国情水情,同时总结了世界各国的发展和教训,着眼中华民族永续发展作出的关键选择,是新时期治水工作必须始终遵循的根本方针。东台市地处淮河流域下游,是江苏中部地区的重要城市。人均水资源低于全国的平均值,加强城市节水管理是缓解东台市城市水资源供需矛盾的必要手段,因此东台市城市节约用水管理工作变得重中之重。本文以东台市为研究对象,开展对城市节水管理这一课题的研究。在写作过程中,本文运用文献分析、案例分析、比较分析等研究方法,对东台市节水管理工作的现状进行了分析,剖析东台市城市节水管理中存在的问题。主要问题为:节水相关政策执行不到位、节水管理经费支持不足、节约用水社会参与度不够、节水信息化管理水平不够等,而这些问题是由于政府内部节水管控职能存在交叉和盲区、缺乏市场经济调节作用、节水重视程度不够、节水信息化管理起步较晚等各个方面造成的。在深入剖析东台市城市节水管理的存在问题后,本文结合国内外节水工作经验,对东台市城市节水管理提出相关对策建议。作者认为,要优化东台市节约用水管理,需从建立以政府为主导的节水政策体系;建立以政府财政为导向、市场经济为主力的开放性投资机制;搭建公众参与社会共治平台;注重节水信息化智能化智慧化建设等方面进行。更多还原

【Abstract】 In 2014,General Secretary Xi Jinping put forward the new water management policy of“ water-saving priority,spatial equilibrium,system governance,and two-handed force ”.Water-saving priority is a key choice made by summarizing the development lessons of other countries and focusing on the sustainable development of the Chinese nation in light of China’s national conditions and water situation.It is a fundamental policy that water control work must always follow in the new era.Dongtai city is located in the lower reaches of Huaihe River Basin and is an important city in the middle of Jiangsu Province.Water resources per capita is lower than the national average,Strengthening urban water-saving management is the necessary means to alleviate the contradiction between the supply and demand of urban water resources in Dongtai city.Therefore,the management of urban water conservation in Dongtai city has become a top priority.This article takes Dongtai City as the research object to carry out research on the topic of urban water-saving management.In the process of writing,this article uses literature analysis,case analysis,comparative analysis and other research methods to analyze the current situation of water-saving management in Dongtai City,and analyze the problems existing urban water-saving managementin in Dongtai City.The main problems are as follows:inadequate implementation of water-saving policies,insufficient funds support for water-saving management,insufficient social participation in water-saving management,insufficient level of water-saving information management,etc.These problems are caused by the overlapping and blind spots in the government’s water-saving management and control functions,the lack of market economy regulation,insufficient attention to water-saving and the late start of water-saving information management.After an in-depth analysis of the existing problems in Dongtai city’s water-saving management,this article combined with domestic and foreign water-saving work experience,and Suggestions for Dongtai city’s water-saving.The author thinks that to optimize the urban water-saving management in Dongtai city,we need to establish a government-led water-saving policy system;Establish an open investment finance as the orientation and market economy an the main force;A platform for public participation in social governmance;Pay attention to the construction of water-saving information,intelligence and wisdom.更多还原
