【摘要】 近年来,随着我国民主政治建设日益完善,人民代表大会制度与时俱进、完善发展。人大代表作为人民代表大会的主体,积极主动参与国家事务管理,代表人民群众行使当家作主的权利,在推进国家治理体系和治理能力现代化中发挥了越来越重要的作用。但是目前基层人大代表履职中仍然存在一些缺陷和不足,影响了人民代表大会制度在基层的有效落实。本文以N市P区人大为案例,结合相关理论知识,综合运用案例分析、访谈、问卷调查、描述统计分析等方法对P区人大代表履职现状进行了分析并归纳出目前基层人大代表履职存在的问题。履职行为层面问题主要集中在代表履职态度动机、能力和质量方面;履职制度层面问题主要集中在选举制度、监督机制、考核激励机制和兼职代表制方面;服务保障层面问题主要集中在代表联系选民和知情知政渠道、代表建议办理、代表活动组织方面。针对上述问题,本文从提升基层人大代表履职能力、完善基层人大代表履职制度、强化基层人大代表履职服务保障、创新基层人大代表活动形式四个方面提出了完善代表履职的途径和具体措施,促进基层人大代表依法履职行权,推动人民代表大会制度在基层民主政治建设中发挥更加积极的作用。更多还原

【Abstract】 Recent years,with the improvement of democratic political construction of China,the system of people’s congress has been more perfect.As the main body of People’s Congress,deputies of the people’s congresses have taken the initiative to participate in the management of state affairs and exercise the rights as the masters of the country on behalf of the general public.Besides,they have been playing a more and more important role in promoting the modernization of governance system and capability.However,there are still some defects and shortcomings in deputies of local people’s congresses carrying out their duties,which have influenced the operation quality and effect of the system of people’s congress at the grassroots level.Thesis is closely around the performance duties of deputies of people’s congresses in P District and some related theoretical knowledge.It adopts such methods as case analysis,interview,questionnaire and descriptive statistics to systematically analyze the current situation and problems.From the perspective of perform-duty behavior,the problems rest in attitude,capability and quality of perform duties.From the perspective of the institution,the problems rest in electoral system,supervision mechanism,assess and incentive mechanism and concurrent post representation.From the perspective of service assurance,the problems rest in channel of access to political information and voter,response of proposals and deputy activities.Based on hereinbefore problems,some approaches can improve the perform duties of deputies,including improving the capacity of deputies,perfecting system,enhancing the service assurance for the deputies and innovating activities.These approaches can motivate deputies to carry out their duties and exercise their rights,which can promote the system of people’s congress to play an ever more active role in grass-roots democracy construction.更多还原
