【摘要】 安全生产事关人民群众的切身利益,事关社会的和谐稳定,事关国家经济的健康发展。执法监察是生产安全类事故预防工作的重点内容之一,是各级政府和有关部门获得精准事故预警信息的重要途径。提升执法监察效能是行政执法部门长期追求的目标,也是依法行政工作的重要体现。研究执法监察效能管理有助于全面遏制生产安全类重特大事故,降低一般事故发生率。本文选取东丽区安全生产执法监察效能管理作为研究对象,以公共管理学、行政效能等相关知识作为本文研究的理论支撑,参阅研究国内外相关文献及先进地区经验做法,深入分析东丽区安全生产执法监察情况。研究发现,执法监察效能管理作为“反映日常安全生产执法监察过程中执法人员自身能力以及执法监察效率、效果的综合指标,是东丽区安全生产工作的重要抓手”。本文通过访谈法、数据分析法,找到东丽区安全生产执法监察中影响执法监察的效率效果的执法环境不佳、执法监察方式被动以及执法构成不合理等突出问题,并深入分析问题成因,就加强安全生产执法队伍建设、改善执法监察环境、完善安全生产监察方式三个方面提出提升执法监察效能管理的对策建议,促进东丽区执法监察工作更加精准高效,达到一个新的高度。更多还原

【Abstract】 Safety production is closely related to the vital interests of the people,the harmony and stability of the society,and the healthy development of the national economy.Law enforcement and supervision is one of the key contents in the prevention of production safety accidents and an important way for governments at all levels and relevant departments to obtain accurate accident early warning information.Greatly improving the efficiency of law enforcement and supervision is the long-term goal of administrative law enforcement departments and an important embodiment of administrative work in accordance with the law.Research on the efficiency of law enforcement and supervision will help curb the major accidents of production safety in an all-round way,reduce the incidence of general accidents.This thesis chooses Dongli District’s work safety law enforcement and supervision effectiveness management as the research object,takes the public management,administrative effectiveness and other related knowledge as the theoretical support of this study,refers to the relevant literature at home and abroad and advanced regional experience and practices,and deeply analyzes the work safety law enforcement and supervision situation in Dongli District.It finds that the effectiveness management of law enforcement and supervision,as a comprehensive indicator reflecting the ability of law enforcement personnel and the efficiency and effect of law enforcement and supervision in the process of daily work safety law enforcement and supervision,is an important starting point of work safety in Dongli District.Through interview and data analysis,the thesis points out the noticeable problems in Dongli District,such as poor law enforcement environment,passive law enforcement and supervision mode and unreasonable law enforcement structure,which affect the efficiency of law enforcement and supervision.By in-depth analysis of the causes of the problems,the thesis gives suggestions on three aspects to improve the effectiveness management of law enforcement and supervision: strengthening the construction of law enforcement team in work safety,improving the environment of law enforcement and supervision,and improving the way of work safety supervision,so as to promote the law enforcement and supervision work in Dongli District to be more accurate and efficient,and bring it to a new height.更多还原
