天津国企引入职业经理人过程中的政府职能研究

【摘要】 随着我国全面改革不断深化,政府职能改革就成了新一轮深化国有资本和国有企业改革的重要前提和基础。2015年国家层面印发《关于深化改革国有企业改革的指导意见》,以政府职能转变为抓手积极引导政府和市场、社会进一步理顺关系。2019年国务院《工作报告》首次提出“建立职业经理人制度”,聚焦制度改革创新以激发国有企业内生动力和市场核心竞争力,最终确保国有资产实现保值增值。自2015年以来,天津政府在国有二三级企业积极尝试推行试点企业职业经理人制度建设。以国有企业全面推进混合所有制改革为全市改革工作总任务,2019年市管国有企业以推行职业经理人制度为龙头全面启动改革工作,预计2020年度内天津会有上百家国企开展推行职业经理人制度建设工作。本文从公共管理角度出发,以文献分析法、比较分析法、案例研究法为基础,通过梳理分析改革进程中政府职能、国有企业、职业经理人之间的动态进程,以天津国企试点为案例,从一个相对完成聘期对规划指导、拟定方案、选聘程序、任期履职、退出机制等方面进行研究,结合改革中其他地方政府职能转变的经验借鉴,对天津政府在引入过程中应如何有效发挥职能进行探讨,文末提出地方政府要从职能定位、配套政策、考核体系以及信息监管等方面入手转变职能,以不断提升的现代化治理能力为目标,保障引入职业经理人政策从严从实扎根国企,深挖职业经理人作为国有资产经营者的潜在优势,助推国有企业积极稳妥实现可持续高质量发展。
【Abstract】 With the deepening of comprehensive reform in China,for the new round of deepening the reform of state-owned capital and enterprises,it is the government functions reforming that has become an important prerequisite and foundation.In2015,at the national level,the Guiding Opinions were issued,which mentioned the government functions reforming as a guidance for furthering straighten out the relationship among the government,the market and society.In 2019,the Work Report firstly proposed for "establishing a professional manager system " which should stimulate the endogenous power and the core competitiveness,and finally ensure the preservation and appreciation of state-owned assets.Since 2015,Tianjin government has been actively trying to establish the construction of the professional manager system.In 2019,with comprehensively promoting the reform of mixed ownership as the overall task of the city’s reform work,Tianjin government has intended to carry out the municipal management of state-owned enterprises.In 2020,being the important leading part,the implementation of professional manager system construction work will be carried out during hundreds of state-owned enterprises in Tianjin.Based on the literature analysis,comparative analysis and case study,this paper analyzes the dynamic process of government functions,state-owned enterprises and professional managers in the reform process,and takes Tianjin state-owned enterprises as a case study from five aspects,such as planning guidance,drawing up plan,selection procedure,tenure performance,exit mechanism,etc.At the end of this paper,it is proposed that the local government should change its functions from the aspects of function orientation,supporting policy,examination system and information supervision,so as to ensure the introduction of professional managers policy.
