【摘要】 随着我国城镇化进程的加快和各项改革任务的持续推进,社区治理的结构和外部环境发生了很大变化。社区治理是社会治理的基础环节,是社会治理体系中的“前沿阵地”,而社区党组织是党在基层的执政之基、力量之源,更是社区治理的领导核心。因此,如何更好的将党的领导嵌入社区治理全过程,充分发挥党的基层组织在整合社区资源、完善服务方式、创新治理机制等方面的领导核心作用,成为了中国特色社会主义进入新时代大背景下亟待研究的一项重要课题。加强党对基层治理的全面领导,促进社区治理体制机制创新,对于推进城市精细化管理和社会治理体系治理能力现代化意义重大。本文以Y街道为例,采用文献分析法、实地调查法和案例分析法对Y街道基层党建引领社区治理方面的创新实践进行深入探讨。本文首先对Y街道开展的创新举措进行梳理归纳:一是建立基层党建引领多方联动治理机制;二是做到网格化管理全覆盖;三是完善街道“大工委”和社区“大党委”制。而后透过举措本身,由表及里,分析出阻碍基层党建对社区治理引领作用发挥的现实问题及产生问题的原因,并在此基础上,结合Y街道工作实际,从加强基层党建、创新治理载体、强化群众参与等多个角度提出了新形势下强化基层党建引领社区治理体制机制创新的对策建议。更多还原

【Abstract】 With the acceleration of China’s urbanization process and the continuous advancement of various reform tasks,the structure and external environment of community governance have changed greatly.Community governance is the basic link of social governance and the "forward position" in the system of social governance,whereas the community Party Organization is the foundation of the Party’s governance at the grass-roots level,the source of strength,and the core of leadership in community governance.Therefore,how to better embed the Party’s leadership in the entire process of community governance and give full play to the leading and core role of the Party’s grass-roots organizations in the integration of community resources,improvement of service methods,innovation of governance mechanisms and other aspects has become an important subject that needs to be studied under the background of socialism with Chinese characteristics entering the new era.Strengthening the Party’s overall leadership over grass-roots governance and promoting the innovation of system and mechanism of community governance are of great significance for advancing the refined urban management and the modernization of the system and capacity for social governance.This paper takes Y street as an example,and adopts literature analysis,field investigation and case analysis to deeply explore the innovative practice of grass-roots Party building leading the community governance in Y street.Firstly,the innovative initiatives on Y street are summarized as follows: 1.Establishing the grass-roots Party building leading multi-linkage governance mechanism;2.Achieving the full coverage of grid management;3.Improving the Big Working Committee system of street and the Big Party Committee system of community.Then,through the initiatives themselves,the actual problems and causes that hinder the role of grass-roots Party building in leading the community governance are analyzed from the surface to the inside,and based on this,combined with the actual work of Y street,the countermeasures and suggestions on strengthening the grass-roots Party building leading the innovation of the system and mechanism of community governance under the new situation are put forward from the perspectives of strengthening grass-roots Party building,innovating governance carriers,strengthening public participation,etc.更多还原
