第三方企业代理智慧校园建设、评价与改进策略

【摘要】 我国教育部办公厅关于印发《2018年教育信息化和网络安全工作要点》的通知中指出我国的教育信息化2.0行动计划,要充分发挥教育信息化对教育改革发展的引领作用,引导各级各类学校结合实际特色发展,开展数字校园、智慧校园建设与应用。引入第三方企业代理中小学智慧校园建设是天津市推动“智慧教育工程”建设的解决方案之一,引入第三方企业代理中小学智慧校园建设是优质教育资源与国内人工智能顶尖企业深度合作的有益尝试,为中小学教育注入发展活力,促进教育综合改革持续推进。本文以第三方企业代理天津市中小学建设智慧校园为研究对象,分析天津市中小学自建智慧校园的现状和不足,引出第三方企业代建智慧校园可以弥补自建的不足,然后对第三方企业代理智慧校园建设进行评价,最后提出第三方企业代理建设智慧校园的建议与保障措施,为第三方企业代理智慧校园建设提供研究基础,以实现中小学教育的信息化与智慧化。本文的主要研究结论包括:第三方企业代理智慧校园建设的目标是通过信息技术的高度融合,推动智慧化的教学、科研、管理、生活以及智慧化服务的建设,逐步构建成熟和完善的智慧校园。建设方案是从基础设施、网络空间、信息化系统和数字化资源四个方面进行项目方案的设计;根据模糊层次综合评价法,第三方企业代理智慧校园建设评价综合评价等级为“中等”,表示项目在代建过程中存在一定的不足,但不会对智慧校园建设项目产生重大的影响,只要采取合理的措施,就可以在一定程度上提高第三方企业代建的评价结果。本文从评价的角度总结第三方企业代理智慧校园建设经验,完善评价体系,提高项目决策的科学化水平,以期为其他中小学引入第三方企业代理智慧校园建设的评价提供参考和借鉴。

【Abstract】 The notice from the General Office of the Ministry of Education of the People’s Republic of China on the issuance of the "Education Informatization and Cyber Security Essentials in 2018" points out that China’s Education Informatization 2.0Action Plan should give full play to the leading role of education informatization in the education reform and development,and guide all types of schools,taking into consideration their own characteristics,to carry out the construction and application of digital campuses and smart campuses.Introducing a third-party enterprise as an agency in the smart campus construction in the primary and secondary schools is one of the solutions to promote the “smart education project” in Tianjin.Introducing an agency in the smart campus construction in the primary and secondary schools is a beneficial attempt of the in-depth cooperation between high-quality education organizations and enterprises with top artificial intelligence technology in China.This attempt results in bringing vitality into the development of the primary and secondary education and promoting the sustainability of the comprehensive education reform.Taking the primary and secondary schools in Tianjin as the research object,this paper does research on the problems that exist in the construction of smart campus in Tianjin,and evaluates the introduction of an agency.This paper aims to provide the research support for the third-party enterprises during the construction of smart campus so as to achieve the informatization and intelligentization of the primary and secondary education.The conclusion of this paper includes: The goal of the construction of smart campus by third-party enterprises is to promote smart teaching,scientific research,digital management,and smart life and services through high integration of information technology,and to gradually build a mature smart campus.The construction plan is designed from the following four aspects,i.e.infrastructure,cyberspace,information system and digital resources.Based on the fuzzy comprehensive evaluation method,“medium” of the comprehensive evaluation level is awarded to the third-party enterprises for the smart campus construction.This indicates that there are certain deficiencies in the construction process which will not have a significant impact on the smart campus construction project.As long as reasonable measures are taken,the evaluation results can be improved to a certain extent.This paper summarizes the experience of third-party enterprise in the smart campus construction from the perspective of evaluation,improves the evaluation system,and enhances the scientific level of project decision-making.This paper provides reference for other primary and secondary schools in the evaluation of the introduction of an agency in smart campus construction.
