【摘要】 按照党的十九大报告部署,中国科技创新“三步走”战略是指到2020年进入创新型国家,到2035年左右进入创新型国家前列,到2050年要成为世界科技强国。大连高新技术产业园区是国务院1991年3月首批批准的国家级高新技术产业开发区之一,2016年获批沈大国家自主创新示范区,成为建设东北亚开放合作先导区的中坚力量。大连高新区在近年的发展中明确了要着力构建以科技创新为引领、以高新技术产业为先导的现代化产业体系。科技创新的发展不仅需要科技创业者的一厢情愿,尤其需要政府部门的有效引导及积极培育,目前高新区在针对科技创业者的公共服务领域仍存在利用社会资本为科技创业者提供市场化、专业化服务不够;优质创新孵化主体数量不多,战略新兴产业规模不大;行政部门信息化建设及绩效管理制度尚未达到要求;公共服务均等化有待提高,对科技创业者尤其是潜在人才在教育、生活文娱、软性服务不到位等掣肘问题。本文旨在通过新公共服务理论的科学依据并结合大连高新区实际,转变政府管理思路,减少对服务对象的直接干预,引导社会资本和专业机构对科技创业者进行量体裁衣式的服务,从而提高社会资源的合理化配置,对政府部门出台相关政策措施的合理化提供落地性更强的支撑;帮助大连高新区创业公共服务体系的构建和完善,提高创业公共服务的共建能力,形成体制改革创新问题的引导。此外,进一步将趋于零散化管理的政府各部门工作进行有效梳理,尝试建立各部门间的协调沟通,以数据共享的技术手段减轻政府部门重复性工作,也可以在某种程度上解决目前科技创业者最为头疼的政出多门问题,同时树立政府高效廉洁形象、引导精简行政的舆论风向;将科技创业者即(公共创业服务需求方)的概念扩大,关注点延伸到科技创业企业员工的生活服务层面,把为企业提供创业公共服务的软环境保障也作为研究的方向之一,将从生产之外的生活方面提供带动吸引高层次人才创新创业的意见建议,有助于改善目前最紧迫的人才流失问题,协调社会整体力量来促进高新区“又高又新”的发展理念。更多还原

【Abstract】 According to the report of the 19 th National Congress of the Communist Party of China(CPC),the three-step strategy of China’s scientific and technological innovation aims to become an innovative country by 2020,entering the forefront of the innovative country by 2035 and becoming a world power in science and technology by 2050.Dalian high-tech Industrial Zone is one of the first batch of national high-tech Industrial development zones approved by the State Council in March 1991.In 2016,it was approved as the Shenda National Independent Innovation Demonstration Zone,which has become the backbone of the construction of the Northeast Asia’s opening-up and cooperation pilot zone.In recent years,the development of Dalian high-tech Zone has made it clear that it is necessary to focus on building a modern industrial system led by scientific and technological innovation and guided by high-tech industries.The development of scientific and technological innovation needs not only the wishful thinking of scientific and technological entrepreneurs,but also the effective guidance and active cultivation of government departments.At present,the high-tech zone still have a lot of constraints such as lacking the market-oriented and specialized services for science and technology entrepreneurs by using social capital in the public service field,the number of high-quality innovation incubators is small and the scale of strategic emerging industries is not large,the informatization construction and performance management system of administrative departments have not yet met the requirements;the equalization of public services needs to be improved,which has constrained the scientific and technological entrepreneurs,especially potential talents,in education,life,entertainment,soft services and other issues.The purpose of this paper is to through the scientific basis of the new public service theory and combining the reality of Dalian high-tech zone,changing the government’s management ideas,reduce the direct intervention to the service object,guide the social capital and professional institutions to provide tailored services to the scientific and technological entrepreneurs,improve the rational allocation of social resources,and provide stronger support for the relevant policies and measures issued by the government departments.To help the construction and improvement of the public service system of entrepreneurship in Dalian high tech Zone,improve the capacity of joint construction of public service of entrepreneurship,and form the guidance of system reform and innovation.In addition,the government departments that tend to be decentralized management will be further effectively combed to try to establish coordination and communication between departments,and reduce the repetitive work of government departments by the data sharing technology.To some extent,it can also solve the most headache problems of the current technology entrepreneurs that each department acting on its own but no communicating,at the same time,it can establish an efficient and honest image of the government,guide the public opinion direction in simplify administration.This paper also expand the concept of technological entrepreneurs(demand side of the public entrepreneurship service),and focus on the life service level of employees of those technological start-ups.Taking the soft environment guarantee for enterprises as one of the research directions.Providing opinions and suggestions for attracting high-level talents to innovate and start businesses from the life side other than production side,which is helpful to improve the most urgent problem of brain drain,and coordinate the overall social strength to promote the‘High and New’development concept of the high-tech zone.更多还原
