【摘要】 近些年频繁曝出的食品安全事件,再一次唤醒了公众对食品安全的关注,同时政府、企业也开始逐渐重视起来。在我国食品安全是由政府部门负责监管,食品企业及行业市场负责环节监督与自检。但由于市场监督缺乏执法权,自检的效果难以保证,同时随着政府监管部门的执法力度加大,面临“重视监管,服务缺失”的现况,存在监管设施基础薄弱、专业化专管人才缺乏和科学化监测手段不足等现实问题,不管是在软件还是硬件上,当前我国食品安全监管上都存在一定缺陷,导致了食品安全问题频发。基于此,为更好推进市场有序发展,有必要根据当前食品安全监管现况进行分析,了解政府各部门及市场的协同管理内容。为让研究具有实践意义,本文所用数据以天津市津南区为例,深入问题本源,以真实数据为根据,针对性提出问题解决策略。本文涉及课题是以天津市津南区为例,探究在协同管理下食品监管问题及对策,研究内容共有五部分。第一部分:探讨的选题背景、意义等进行探究,通过一系列的探究,将全球各国对食品安全问题研究结论分类,为本文研究提供一定理论依据。同时阐述本文在创作过程中的创新之处以及不足之处。第二部分:从概念角度,阐述食品安全、食品安全监管等界定,这一部分内容决定本文研究范围,便于深入的研究。第三部分:基于天津市津南区情况,根据实际调查结果,从制度层面、监管层面、体系层面等多角度针对该地区的食品安全问题展开体探究。第四部分:根据当前国家相关法制要求,以及地方的食品安全措施,提出解决食品安全问题的思路框架,这一部分内容是从顶端理论出发。第五部分:基于协同治理的背景,从政府、群众、媒体、企业等四个角度,提出基层食品安全监管的对应策略。本文基于社会热点食品安全问题,根据天津市的现实情况,基于食品安全问题理论层面的论证,与津南区现况进行融合,选题具有理论与现实意义。本文研究课题,对基层食品安全管理有一定借鉴意义。更多还原

【Abstract】 In recent years,frequent food safety incidents have aroused the public’s attention to food safety,and the government and enterprises have begun to pay more attention to it.In China,the government is responsible for the supervision of food safety,and the food enterprises and the industry market are responsible for the supervision and self inspection.However,due to the lack of law enforcement power in market supervision,the effect of self inspection is difficult to guarantee.At the same time,with the increase of law enforcement efforts of the government regulatory authorities,facing the current situation of "pay attention to supervision,lack of service",there are practical problems such as weak regulatory infrastructure,lack of specialized talents and lack of scientific monitoring techniques.Whether in software or hardware,the current food safety supervision in C hina All of them have some defects,which lead to frequent food safety problems.Based on this,in order to better promote the orderly development of the market,it is necessary to analyze the current situation of food safety supervision and understand the collaborative management content of government departments and the market.In order to make the research practical,the data used in this paper take Jinnan District of Tianjin as an example,go deep into the source of the problem,and put forward the problem-solving strategies based on the real data.This paper takes Jinnan District of Tianjin as an example to explore the problems and Countermeasures of food supervision under collaborative management.The first part: To explore the background and significance of the topic,through a series of explorations,to classify the research conclusions of food safety in various countries around the world,to provide a theoretical basis for this study.At the same time,this paper expounds the innovation and shortcomings in the creation process.The second part: from the concept point of view,the definition of food safety,food safety supervision,etc.this part of the content determines the scope of this study,which is convenient for in-depth study.The third part: Based on the situation of Jinnan District,Tianjin,according to the actual survey results,from the system level,regulatory level,system level and other aspects of food safety issues in the region to explore.The fourth part: according to the current national legal requirements,as well as the local food safety measures,put forward the framework of thinking to solve the food safety problem,this part is from the top theory.The fifth part: Based on the background of collaborative governance,from the government,the masses,the media,enterprises and other four angles,put forward the corresponding strategies of grass-roots food safety supervision.This paper is based on the hot social food safety issues,according to the reality of Tianjin,based on the demonstration of the theoretical level of food safety issues,and the current situation of Jinnan District,the topic has theoretical and practical significance.The research topic of this paper can be used for reference for food safety management at the grass-roots level.更多还原
