【摘要】 乡村振兴战略作为党和国家顶层设计的政策方案明确之后,对于地方政府而言,对这一重大战略方针的在地化落实与推进,就成了当前各级地方政府治理的核心任务。目前,推进乡村振兴战略的关键在于如何充分挖掘乡村现有的资源禀赋和特色基础,结合国家涉农的相关政策措施,准确审视和把握影响我国乡村治理良性发展因素,探索适合我国乡村治理发展的良善路径。本研究首先通过对资源禀赋、政策工具、治理理论的概念和理论内涵进行分析的基础上,构建本文的分析框架,用于解释我国乡村振兴政策工具的运用机制。其次,运用文献分析法、案例研究法、定性研究法等方法,分析福建省永泰县春光村实现乡村振兴的基本情况,肯定春光村实现振兴的政策工具选择及成效。在取得成效的同时也存在诸如:人才政策驱动制约、产业政策驱动制约、资本政策工具渠道狭窄、公共服务供给低效、乡镇治理功能弱化与乡村振兴政策效率递减等困境。最后,本研究在前文全面分析总结的基础上,提出乡村振兴政策工具的优化策略,一是乡村振兴中政策工具选择运用的逻辑探寻,二是基于资源禀赋的乡村振兴政策工具优化。其中优化体现在五个方面:第一,党建引领:激活乡村振兴发展新动能;第二,产业扶持:特色资源转化为发展优势,助推乡村振兴;第三,资金支持:建立多元化资金投入渠道,构建资金获取长效机制;第四,优吸纳精英:优化人才结构,完善乡村治理机制;第五,治理创新:强化乡镇治理功能,提高乡村振兴政策效率。更多还原

【Abstract】 After the rural revitalization strategy is clarified as a policy plan designed by the party and the country,for local governments,the implementation and promotion of this major strategic guideline has become the core task of local government governance at all levels.At present,the key to advancing the strategy of rural revitalization lies in how to fully tap the existing resource endowments and characteristic foundations of rural areas,combined with relevant national policies and measures related to agriculture,we will accurately examine and grasp the factors that affect the benign development of rural governance in China,and explore a good path suitable for the development of rural governance in China.Based on the analysis of resource endowment,policy tools,and governance theories and theoretical connotations,this study constructs the analysis framework of this paper,which is used to explain the application mechanism of China’s rural revitalization policy tools.Secondly,using literature analysis method,case study method,qualitative research method and other methods,analyze the basic situation of rural revitalization in Chunguang Village,Yongtai County,Fujian Province,and affirm the choice and effectiveness of policy tools for Chunguang Village revitalization.While achieving results,there are dilemmas such as: talent policy-driven constraints,industrial policy-driven constraints,narrow channels for capital policy tools,inefficient public service supply,weakening of township governance functions,and diminishing efficiency of rural revitalization policies.Finally,on the basis of the comprehensive analysis and summary mentioned above,this study proposes an optimization strategy for rural revitalization policy tools,the first is a logical exploration of the use of policy tools in rural revitalization,and the second is the optimization of rural revitalization policy tools based on resource endowments.Among them,optimization is reflected in five aspects:first,party building leadership: activating new kinetic energy for rural revitalization and development;second,industry support: turning characteristic resources into development advantages to promote rural revitalization;third,financial support: establish diversified funding input channels and build a long-term mechanism for obtaining funds;fourth,attract elites: optimize talent structure and improve rural governance mechanisms;fifth,governance innovation: strengthen township governance functions and improve rural revitalization Policy efficiency.更多还原
