基于政策分析的天津中心城区楼宇经济发展及对策研究

【摘要】 楼宇经济最早起源于上世纪初西方城市地理学家提出的CBD理论,随着改革开放的发展,人力资源、金融资本、行业技术等市场要素不断涌入城市,以空间集聚为吸引力的中央商务集聚区逐渐演变城市重要的空间载体,其主要特点是能够集约利用土地,集聚高端市场要素,既突出区域特色又突出产出效益,并且能较好地对周边地区的经济发展起到辐射作用。天津楼宇经济发展在兴起之初,发展较快,但近年来天津地区经济增长速度有所放缓,原有的产业形态已经跟不上市场的发展趋势,因此调整、升级现有生产结构成了当前急需解决的问题。本文通过对天津的城市中心产业分布现状、布局结构、政府招商引资策略等现状进行分析,在政府主导,以政策为主要依托的招商引资背景下,重点研究政府如何通过出台楼宇经济发展政策,综合应用政策工具,合理设置政策目的,从而实现促进楼宇经济发展预期的。最后通过建立量化分析模型,对天津中心城区楼宇经济政策进行实证研究,找出天津中心城区楼宇经济发展政策引导中存在的问题和不足。借鉴其他地区的发展规划和管理经验,结合国内外典型城市发展城区楼宇经济的路径,探讨中心城区楼宇经济的发展出路,并提出有价值的对策建议。

【Abstract】 Building economy was originated in the early years of the nineteenth century western urban geographer proposed theory of CBD,with the development of the reform and opening up,the human resources,financial capital,industry technology market elements pouring into the city,with spatial agglomeration as the attraction of the central business agglomeration area gradually evolved city important spatial carrier,in the 90 s in Shanghai,Guangzhou and other developed cities evolved into the building of the economy.Its main feature is that it can make intensive use of land,gather high-end market elements,highlight regional characteristics and output benefits,and play a radiation role in the economic development of surrounding areas.At the beginning of the rise of the building economy in Tianjin,the development is fast,but in recent years,the economic growth of Tianjin has slowed down,the original industrial form has been unable to keep up with the development trend of the market,so the adjustment and upgrading of the existing production structure has become an urgent problem to be solved.This paper analyzes the status of Tianjin’s urban center industry distribution,layout structure,government investment strategy,etc.Under the background of investment attraction led by the government and mainly based on policies,this paper focuses on how the government can promote the expected development of the building economy by issuing policies for building economic development,comprehensively applying policy tools and reasonably setting policy objectives.Finally,through the establishment of a quantitative analysis model,an empirical study of the building economic policy in the central urban area of Tanjin was conducted to find out the existing problems and deficiencies.Based on the experience of development planning and management in other areas and the development path of urban building economy in typical cities at home and abroad,this paper discusses the development way of building economy in central urban areas and puts forward valuable countermeasures and suggestions.
