ABO模式在马桥公路项目中的应用研究

【摘要】 当前,我国公路总里程已达500万公里,甘肃省二级及以上公路仅为1.58万公里。交通运输水平是地方经济发展水平和全面建成小康社会的关键制约和重要保证,公路项目建设依然是发展经济和助力脱贫的主要举措。在甘肃西部,现有的公路等级低,设施陈旧老化,无法满足经济发展需要和旅游消费需求,这已经成为制约地区城市规划经济发展的核心因素。当地政府财政紧张,资金不足,国家对于PPP(public-private-partnership政府和社会资本合作模式)项目又进一步收紧,项目入库要求高,地区公路交通项目市场化程度不高,对于社会投资人吸引力不足。基于地区现状,对于如何转换思路创新融资模式,加快公路项目建设,改进地区交通状况,促进地方经济发展成为社会各界关注关心的问题。与此同时,交通建设行业兴起了一些行之有效的投融资方式,已解决目前面临的困局。本文以甘肃省酒泉肃北地区马桥公路项目建设为研究对象,探讨在PPP框架下,以融资、建设、兼具运营功能的ABO(Authorize授权-Build建设-Oprate运营)作为创新的实施模式,分析该模式在公路交通项目建设融资和管理实施中应用的有效性和可行性,以期解决西北经济欠发达地区交通建设面临的融资难建设难问题。文章通过分析当前公路交通发展过程中遵循的政策、法规,以及经济发展的宏观背景,梳理出政府与社会资本人合作的典型模式-PPP发展历程,运用管理学经济学理论知识,搭建起文章理论框架,探索公路建设中ABO模式的应用价值,针对国内外关于PPP模式及案例、ABO模式在具有公共产品属性的公路交通建设领域的应用文献,对此进行归纳分析和研究,提炼相关概念和理论成果,确立文章主题。在酒泉肃北地区通过运用ABO模式实施马桥公路项目建设,从项目实施的必要性、实施意义分析其采用ABO模式的可行性;从项目简介、运营方式、融资结构、风险分配等几个方面,构建马桥项目实施的应用框架。充分结合地区特点和公路项目特性,论证了现阶段PPP投资紧缩、门槛高、实施困难的情况下,政府授权国有企业,在具有公益性的马桥公路项目中实行ABO模式,不但有利于项目快速高效推进实施,而且有利于提升国有企业内部治理能力,有助于国有企业“做大做强做优”。对如何妥善解决市场化不充分条件下公路项目建设存在的问题、更好的促进ABO模式在西部地区公路交通和区域化发展中的应用,提出了一系列具有时效性和可行性的对策和建议。

【Abstract】 The total mileage of highways in China has reached 5 million kilometers but that of the secondary and higher-level highways in Gansu province is only 15,800 kilometers.As transport security remains a key constraint to and guarantee for local economic development and completing the building of a moderately prosperous society in all respects,highway project construction remains as a major measure for economic development and poverty alleviation.In the west part of Gansu province,the existing roads are of low grade and the facilities are old and aging,which cannot meet the needs of economic development and tourism consumption,becoming a core factor restricting the regional urban planning and economic development.The fact that the local government has a tight budget and insufficient funds and the state has further tightened the PPP investment projects has resulted in demanding project storage and low marketization of regional highway transportation,hence insufficient attraction to social investors.Therefore,how to change the way of thinking to innovate the financing mode,speed up the construction of highway projects,improve the regional traffic conditions and promote the development of local economy based on the current situation of the region has become the concern of all circles of the society.Meanwhile,some effective investment and financing methods have emerged in the traffic construction industry,which have solved the current dilemma.This paper focuses on the highway project construction in Subei county of Jiuquan Region in Gansu province,analyzes the validity and feasibility of ABO in financing and managing highway traffic project construction under the PPP framework while taking ABO with financing,construction and operation functions as the implementation mode of innovation.It aims to solve the financing difficulties in transportation construction in underdeveloped area in the Northwest part of China.This paper analyzed the policies and laws followed in current highway traffic development and the macro background of economic development,clarified the history of the typical PPP mode for government and social capital cooperation and established the theoretical frame using theories in management and economics to explore the application value of the ABO mode in highway construction.It further reviewed literature home and abroad on the PPP mode and case and ABO mode in the field of highway traffic construction with public goods attribute and refined related concepts and theoretical achievements to establish the topic.It adopted the ABO mode to carry out the Maqiao highway project in Subei of Jiuquan,analyzed the feasibility of the ABO mode based on the necessity and significance of the project implementation.It moved on to construct the application framework for the implementation of Maqiao project from the perspectives of project introduction,operation mode,financing structure,risk allocation and so on.Then,in accordance with the characteristics of the region and those of highway projects,it demonstrates that in the present situation of PPP investment contraction,high threshold and implementation difficulties,the adoption of the ABO mode in the Maqiao highway project for public welfare by the authorized state-owned enterprises is advantageous not only to the fast and efficient construction of the project but also to the enhancement of the internal governance of state-owned enterprises.This mode also helps to make state-owned enterprises to become bigger,stronger and more outstanding.Finally,this paper puts forward a series of time-effective and feasible countermeasures and suggestions on how to properly solve the problems existing in the road project construction under the condition of insufficient marketization and how to better promote the application of the ABO mode in the road traffic and regional development in western China.
