【摘要】 近年来的社会治理发展进程中,网格化治理随着社会实践呈现出“创新性、扩散性”的特征,全要素网格化社会治理的实践更是让新时代的社会治理表现出“无网格、不治理”的特点,其全地域、全时空、全覆盖、全科化的鲜明特色成为基层治理模式革命和创新的标志。在社会结构深刻变化、利益主体日益多元、矛盾冲突日益复杂化的今天,全要素网格化社会治理的成功推广运行能有力提升人民群众的获得感、幸福感和安全感,进一步提高群众生活的舒适度。据此,笔者结合自己工作实际,将参与式治理理论引入全要素网格化社会治理的具体实践,就新时代完善全要素网格化社会治理提出了诸如加强自治理念引领、抓好信息化建设和夯实组织基础等意见建议,以确保在实践探索中进一步提升基层社会治理水平,不断满足人民日益增长的美好生活需求。本文以全要素网格化社会治理为切入点,以参与式治理为视角,通过审视全要素网格化社会治理的生成逻辑及典型特征,并以D区中心社区的全要素网格化社会治理实践为样本进行分析,探讨参与式治理视角下全要素网格化社会治理的建构机制以及这一建构机制的特征与基本共识,并为全要素网格化社会治理的完善提供意见和建议。更多还原

【Abstract】 In the process of social governance development in recent years,grid governance presents the characteristics of "innovation and diffusion" with social practice,the practice of all elements grid social governance makes the social governance in the new era show the characteristics of "no grid,no governance",it’s distinctive characteristics of all region,all time and space,all coverage and all science have become the symbol of revolution and innovation of grass-roots governance mode.Today,with the profound change of social structure,the increasing diversity of interest subjects,and the increasing complexity of contradictions and conflicts,the successful promotion and operation of all element grid social governance can effectively improve people’s sense of gain,happiness and security,it will further improve the comfort of people’s lives.Accordingly,combine with my own work,the theory of participatory governance is introduced into the practice of all element grid social governance,in this paper,some suggestions are put forward to improve the social governance of all elements grid in the new era,such as strengthening the guidance of the concept of autonomy,strengthening the information construction and strengthening the organizational foundation,in order to ensure to further improve the level of social governance at the grassroots level in practice and exploration,and it will continue to meet the growing needs of the people for a better life.Based on the perspective of participatory governance and the starting point of all element grid social governance,this paper analyzes the formation logic and typical characteristics of all element grid social governance,and takes the practice of all element grid social governance of Central Community in D District as a sample to explore the construction mechanism of all element grid social governance,the characteristics of this construction mechanism from the perspective of participatory governance and basic consensus,and provide suggestions and suggestions for the improvement of all elements grid social governance.更多还原
