【摘要】 党的十九届五中全会对我国新发展阶段农业农村工作及全面推进乡村振兴战略作出总体部署,为新发展阶段我国“三农”工作指明了方向。新型职业农民群体将在新发展阶段中扮演着为乡村振兴和农村现代化提供优质人力资源的重要角色,因此相关问题的研究备受关注。本文以马克思、恩格斯关于农民教育的相关理论、习近平关于新型职业农民培育的重要论述及人力资本投资理论为理论基础,主要研究总结陕西省新型职业农民培育过程当中存在的问题,并结合陕西省实际情况提出相应解决对策。本文主要包含以下内容:一是陕西省新型职业农民培育工作基本情况及成效概述。基于前期文献梳理及官方公布的相关数据,对陕西省新型职业农民培育方式、培育机构及培育进程等相关情况进行梳理,总结和提炼陕西省在前期培育工作取得的成效,同时为下文归纳主要问题和提出对策奠定基础。二是陕西省新型职业农民培育存在的问题及成因分析。基于前期培育工作的相关情况,运用文献研究法、比较研究法、归纳分析法,总结归纳陕西省新型职业农民培育过程当中存在的问题。提出的主要问题包括:农民对新型职业农民的思想认识不足、新型职业农民职业吸引力较弱、培育体系不完备等问题,也从农民、培育机构及社会等多个主体出发深入分析以上问题的成因。三是结合陕西省实际情况,提出具有针对性的对策建议。首先是要以农村基层党组织为主要抓手,多措并举提高农民对于新型职业农民的思想认识;其次是扩大宣传做好引导,营造全省农民积极参与新型职业农民培育的良好氛围;最后是要统筹协调,从提高新型职业农民培训、教育的授课质量、明确培育工作的责任划分及严格落实监督评价等方面优化培育体系。新型职业农民培育工作的有序开展不仅是当前解决好陕西省“三农”工作现实困境的迫切需要,长远来看更是全省推进乡村振兴战略和农业现代化的重要抓手,具有十分重要的理论和实践意义。更多还原

【Abstract】 The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China made an overall plan for China’s agricultural and rural work in the new development stage and comprehensively promoted the Rural Revitalization Strategy,which pointed out the direction for China’s "three rural" work in the new development stage.The new professional farmers will play an important role in providing high-quality human resources for Rural Revitalization and rural modernization in the new development stage,so the research on related issues has attracted much attention.Based on the relevant theories of Marx and Engels on farmer education,Xi Jinping’s important exposition on the cultivation of new occupation farmers and the theory of human capital investment,this paper mainly studies the problems existing in the process of nurturing new occupation farmers in Shaanxi Province,and puts forward corresponding countermeasures in light of the actual situation of Shaanxi province.This paper mainly includes the following contents.First,the basic situation and effectiveness of the cultivation of new professional farmers in Shaanxi Province.Based on the previous literature review and official data,this paper combs the cultivation methods,cultivation institutions and cultivation process of new professional farmers in Shaanxi Province,summarizes and refines the achievements of Shaanxi Province in the early cultivation work,and lays the foundation for the following main problems and countermeasures.Second,the problems and causes of the cultivation of new professional farmers in Shaanxi Province.Based on the relevant situation of the early cultivation work,using the methods of literature research,comparative research and inductive analysis,this paper summarizes the problems existing in the cultivation process of new professional farmers in Shaanxi Province.The main problems include:Farmers’ lack of understanding of the new professional farmers,weak professional attraction of new professional farmers,incomplete cultivation system and so on.This paper also analyzes the causes of the above problems from the perspective of farmers,cultivation institutions and society.Third,combined with the actual situation of Shaanxi Province,put forward targeted countermeasures and suggestions.First of all,we should take the rural grass-roots party organizations as the main starting point and take various measures to improve farmers’ideological understanding of new professional farmers;Secondly,it is necessary to expand publicity and guide farmers to create a good atmosphere for farmers to actively participate in the cultivation of new professional farmers;Finally,we should make overall planning and coordination to optimize the cultivation system from the aspects of improving the training and teaching quality of new vocational farmers,clarifying the responsibility division of cultivation work,and strictly implementing the supervision and evaluation.The orderly development of the cultivation of new professional farmers is not only the urgent need to solve the practical dilemma of the current "three rural" work in Shaanxi Province,but also an important grasp to promote the Rural Revitalization Strategy and agricultural modernization in the long run,which has very important theoretical and practical significance.更多还原
