【摘要】 近二十年来,我国经济社会快速发展,人民生活水平日益提高,“家家户户拥有一辆自己的汽车”不再只是梦想,私家车成为当下普通老百姓买得起、开得起的消费品,给我们的生活带来了巨大的便利。而与之相对应的是机动车燃油消耗剧增,并在客观上加剧了大气污染、温室效应等环境问题。随着时代的发展、技术的进度和环保理念的深入人心,应用新能源汽车成为减少能源消耗、推进能源转型、发展低碳经济的有效手段。对我国来说,发展、推广、应用新能源汽车是发展自主汽车工业的重要战略举措,对优化能源结构、提高工业水平、强化自主保障等具有重大意义。在新能源汽车发展过程中,城市公交是非常重要的领域,具有鲜明的、独特的、明显的示范意义,其管理模式、运行方式、产品特点相较于传统公交有明显的不同。我国作为制造业大国和“世界工厂”,在发展新能源汽车上处于领先地位,依据发展计划、现实需求和应用特点,我国先后出台了一系列规划和政策,在新能源汽车发展的技术路线、目标方向、配套保障、应用模式等方面探索出了一条定位长远、符合实际、可靠可行、效果明显的路子。我国从新能源汽车开始推广应用至今已有十余年,但新能源汽车发展与国家规划目标还有一定距离,需要就具体应用实践过程中的一些问题进行深入分析研究,提出相应的改进策略,实现更好发展。平定公交于2010年5月正式组建运行,2016年开始对线路进行新能源化改造。在新能源公交车运行良好、城乡公共交通一体化稳步推进的同时,公司也面临一系列困难问题和风险挑战。本文通过对平定县公交公司新能源汽车配置策略进行研究,参考国内外新能源公交车应用实践和经验,深入查找和分析公交企业新能源汽车配置策略经验和面临问题困难,结合先进地区的经验模式,分析未来发展趋势,提出根据实际适用条件配置不同类型新能源公交车、扩宽资金及金融支持方式、选择合适的公交车产品、整合上下游资源满足车辆维护及售后需求、加强新能源公交车充电及配套设施建设、争取政府及政策支持、完善配套设施建设、提高信息化建设水平、优化运营管理机制等改进策略和保障措施,从而更好配置新能源汽车。平定公交通过合理配置新能源公交车,预期在政治、社会、经济、管理等方面能够取得实际效果,在实现自身稳步发展的同时,也能够为其他地区配置新能源公交车提供参考。更多还原

【Abstract】 In the past two decades,with China’s economy and society have developed rapidly and the increasing improvement of people’s living standards,"every family,one car" is not just a dream.Private cars have become affordable for ordinary people,bringing great convenience to our lives.Under the condition of the rapid increase of motor vehicle fuel consumption,which worsen the air pollution,greenhouse effect and other environmental problems.With the development of our society,the progress of technology and the idea of environmental protection,,the application of new energy vehicles has become an effective way to reduce energy consumption,which can promote energy transformation and develop a carbon-eco-economy.For China,the development,promotion and application of new energy vehicles is an important strategic to culture the independent automobile industry,which is of optimize the energy mix,improve the industrial level and strengthen the independent guarantee.In the process of new energy vehicles,urban public transport is a very important field,which has a distinct,unique and obvious demonstration significance.Compared with traditional public transport,the management mode of new energy public transport has obvious differences and characteristics.China as a large manufacturing country and the "world factory",is in the leading position in the development of new energy vehicles.According to the development plan,realistic demand and application characteristics,our country has launched a series of plans and policies in the development of new energy vehicles,which set a complete technical route,target direction,security,and application mode for digging out a practical,reliable,feasible route.It has been more than ten years since new energy vehicles began to be promoted and applied in China.However,there is still a certain distance between the development of new energy vehicles and the national planning goals.It is necessary to conduct in-depth analysis and research on some problems in the process of specific application and practice,and put forward corresponding improvement strategies to achieve better development.Public bus system in Pingding County was officially put into operation in May 2010,and began to transform the system into new energy vehicles in2016.While the new energy vehicles are running well and the integration of urban and rural public transportation is progressing steadily,the Pingding Bus Company is also facing a series of difficulties and risks.In this paper,by studying the new energy vehicle configuration strategy of Pingding Bus Company,referring to the application practice and experience of new energy bus at home and abroad,it focuses on the research and analysis of new energy vehicle configuration strategy experience and problems faced by bus enterprises.Combined with the experience model of advanced regions,and analysis of future development trend,the paper put forward the practical application condition configuration of different types of new energy bus,expanding funding and financial support,and selecting the appropriate bus products,integration of upstream and downstream resources to meet the demand of vehicle maintenance and after-sales.This paper also search for strengthening the construction of new energy bus charging supporting facilities,asking for the government and policy support,and improving the supporting facilities construction.Improving the level of information,optimizing operation management mechanism improvement strategy and safeguard measures,for help bus companies better configuration of new energy vehicles.Through rational allocation of new energy buses,Public bus system in Pingding County is expected to achieve practical results in politics,society,economy,management and other aspects.While realizing its own steady development,it can also provide reference for the allocation of new energy buses in other regions.更多还原
